countries has gradually increased from competition in general resource allocation to competition in the allocation of science and technology resources.Innovation has gradually become a regional economic growth.Power and source.At present,innovation capability has become an important indicator of regional comprehensive competitiveness and a decisive factor in gaining international competitive advantage.The "18th National Congress" report clearly stated that innovation drive is the core of the national development strategy.The "13th Five-Year Plan" also emphasizes the need to give full play to the leading role of scientific and technological innovation in comprehensive innovation,in order to enhance the quality and level of China's economic development.To achieve sustainable development of the economy and society provides a lasting impetus.As the region with the most vitality,the highest degree of openness,the strongest innovation ability and the largest foreign population,China's eastern region has a pivotal strategic position in the overall situation of national modernization and all-round opening.Therefore,the eastern part of China should accelerate the integration of regional economic development factors to cope with the increasingly severe global competition,improve the allocation efficiency and efficiency of innovation resources,and thus promote the effective transformation of scientific and technological innovation into productivity.Based on the theory of regional innovation system and the theory of innovation efficiency,this paper mainly uses entropy weight method,natural discontinuity analysis method,Theil index,data envelopment analysis method,etc.,using system analysis means,from the perspective of input-output.Starting from the aspects of human investment,capital investment,innovation platform construction,as well as knowledge innovation output,economic innovation output,energy conservation and emission reduction performance,etc.,the scientific and technological innovation input and output evaluation index system is established,and the level of scientific and technological innovation investment in the eastern region of China is The level of scientific and technological innovation output level and the analysis of time and space evolution,and on this basis,research on the innovation transformation efficiency of various provinces and cities in eastern China,revealing the ability of urban innovation resource elements to be allocated and input and output.According to the research on the temporal and spatial evolution characteristics of innovation input-output level,innovation input-output combination type analysis,innovation efficiency analysis,etc.,combined with regional characteristics,the path of innovation efficiency improvement is proposed.The main conclusions of this study are as follows:(1)The horizontal and spatial differentiation of investment in science and technology innovation in eastern China is obvious,and the scale of investment increases greatly.Although the overall inter-city difference has gradually narrowed,the level of innovation input of most municipal units has not changed significantly,still lower and below.The level is dominant.Compared with innovation investment,the innovation output in eastern China is dominated by medium and above-level cities,and the number of cities below and below is significantly less.The overall inter-city difference is significantly smaller than the inter-city difference between science and technology innovation.(2)The types of science and technology innovation input-output combinations in cities in eastern China have remained basically stable,indicating that the complexity of the types of technological innovation has not changed significantly.The combination type is always dominated by output leadership;the number of cities involved in “low-level input-output coordination” in the input-output coordination type is large,indicating that the quality of coordination is low;there is no investment in leading cities.Explain that the level of investment in science and technology innovation needs to be improved.(3)The overall efficiency of science and technology innovation in the eastern part of China is slightly lower,and the utilization of science and technology innovation resources is not economic.The inter-city differences in scientific and technological innovation efficiency are gradually expanding as a whole,which is less than the inter-city difference in technological innovation input,but greater than the inter-city difference in technological innovation output.From the spatial distribution of the types of scientific and technological innovation efficiency,the overall pattern of each type is relatively stable,and the spatial imbalance of scientific and technological innovation efficiency in eastern China is more obvious,but the innovation efficiency of southern cities is slightly higher than that of northern cities,and regional differences Slightly smaller.(4)Per capita GDP,GDP growth rate,RMB deposit and loan balances of financial institutions at the end of the year,Hong Kong,Macao and Taiwan companies and the number of foreign-funded enterprises have positively promoted the efficiency of science and technology innovation in eastern China.The total output value of industrial enterprises above designated size has a negative impact on the efficiency of technological innovation.This paper explores the development trend of innovation efficiency of regional innovation system by investigating the spatial and temporal evolution of scientific and technological innovation input and technological innovation output level in eastern China,and helps to comprehensively understand the status quo and existing problems of urban science and technology innovation input and output in the eastern region,enriching The research results of regional innovation input-output system and innovation efficiency,and the improvement of science and technology innovation efficiency in the eastern region from the aspects of technological innovation system construction,coordinated development among various regions,scientific and technological innovation financial market support construction,and government services optimization suggestions.
