| Characteristic towns have risen to the national development strategy.Implementing high-quality construction and high-level development of characteristic towns is an important grasp for the realization of national economic development and transformation.Innovation is not only the first driving force for development,but also the soul of the construction and development of characteristic towns.In the process of planning,construction and development,we should firmly implement the concept and spirit of innovation and development.Based on the research of innovation development of science and Technology Parks(town scale)and actor network theory,this paper uses the actor network theory analysis method,through text analysis and field research interviews,to explore the interaction and network construction process of various actors in Hangzhou Dream Town,to deeply understand the internal mechanism of innovation and entrepreneurship development of Dream Town,and to promote the town and park scale.The research progress of innovation mechanism can provide reference for the innovation and development of other towns or parks.Through a case study of the network of actors in the innovative development of Dream Town,the following main conclusions are drawn:(1)The actors in Dream Town include not only human actors such as universities and research institutes,funds and investment institutions,start-up enterprises,innovative and entrepreneurial talents,incubators,but also non-human actors such as cultural facilities,architectural landscape,supporting service facilities.In the process of constructing the innovation and entrepreneurship development network of Dream Town,we should not only affirm the strength of human actors,but also attach importance to the initiative role of non-human actors.(2)In the process ofbuilding the innovation network of Dream Town,the supporting policies of innovation and entrepreneurship,financial support,space guarantee,supporting services,cultural atmosphere,technical knowledge and so on all provide the foundation and condition support for the network construction.After five stages of translation: problem presentation,breakthrough of compulsory access point,benefit assignment,recruitment and mobilization,a relatively stable network has been formed.With the government as the core actors and the Dream Town Innovation and Development as the compulsory access point,the government recruits relevant administrative departments,housing and land,incubators,start-up enterprises,universities and research institutes,innovative and entrepreneurial talents,financial institutions and other actors to participate in the town innovation network,and take appropriate actions to promote the formation of the network.(3)The innovative actors of Dream Town have played an active role in the process of network construction.The government has played a key role.Through relevant policies and measures,heterogeneous actors have participated in the network of actors through interaction and collaboration,which promotes the construction of innovation network and the development of innovation and entrepreneurship in Dream Town,and enables all actors to achieve the goal of gaining benefits.Governments at all levels create innovative space and platform for the development of small towns' innovation and entrepreneurship,and provide perfect infrastructure and policy funding support;a large number of entrepreneurs and high-level talents gather and develop and communicate in small towns;universities and scientific research institutions provide information,technology and talent support for small towns.(4)It is suggested that Dream Town further improve the policy system of innovation and entrepreneurship,form a diversified financial service system,accelerate the introduction of high-end talents,strengthen cooperation with scientific research institutes in universities,and continue to improveinfrastructure construction in order to promote the stable and high-quality development of network of innovative actors. |
