A Study On The Factors Affecting The Operation Of The System Of "Three-Right Separation" Of Homestead

The no.1 document of the central government in 2018 clearly proposed the "three rights separation" system of rural homestead,dividing the homestead right into ownership,qualification right and right of use,which plays a great role in the effectiveness,legality,rationality,standardization and property of the utilization of rural homestead.At present,the three-right split-purchase system of homestead has been piloted in 33 regions in China.However,as far as the reform of the three-right split-purchase system of homestead is concerned,most regions have not started to implement it,especially some regions with underdeveloped economic levels.According to Smith's theory of policy implementation process,it can be found that the main factors affecting the effectiveness of the policy implementation process are whether the policy itself is reasonable or not,the executive organ of the policy,the target group of the policy implementation and the environment of the policy implementation.The "separation of three rights" system of homestead is the latest innovation of the reform of homestead system.Therefore,in the process of system implementation,it is of great significance to the effective operation of policies by effectively controlling the influencing factors in the process of policy implementation.In this research,article mainly from the four influencing factors of policy implementation process,the land system reform in Y county as an example,through the way of field interviews,of the institutional reform of Y county rural homestead summarizes the achievements and problems,and the Y county rural homestead"separation division system reform present situation and the cause of failed to really start implement the corresponding analysis.The research finds that there are four reasons that affect the effective implementation of the "three-right separation" system of homestead: first,the "three-right separation" system of homestead is not reasonable enough.For example,the circulation of the right of use is limited,and the legal basis of the "three-right separation" system of homestead is not sound.Secondly,the rightand responsibility of the system executing organ is not clear.Third,the organization of the target group is not strong.Fourthly,the external environment of policy implementation is unstable.Based on this,firstly,that the reform policies of the homestead system should be further improved.Secondly,the right and responsibility of the policy-implementing organs should be clarified to enhance their working enthusiasm.Thirdly,the degree of organization of the target group should be improved.Finally the environment that should improve system to run.Through the above methods,the possible influencing factors in the implementation process of the system can be effectively controlled,so as to promote the system of "separation of three rights" smoothly.
