| This thesis takes the 10-year development process of Xinxiang biomedical industry from 2006 to 2015 as an example,using the theory of "triple helix" to analyze the function and interaction of university,industry and government in the process of innovation and development of regional industry,which is one of the strategic emerging industries supported by Xinxiang for a long time.Through the analysis of the role of the three institution in innovation and development,this thesis explores how the biomedical industry in Xinxiang City develops and grows under the combined action of the three and the reasons for the recent slow development of the industry.Based on the systematic analysis of the innovation and development of biomedical industry in Xinxiang,especially the comparison of the three different stages of the start-up and development of biomedical industry in Xinxiang,the high-speed growth during the Eleventh Five-Year Plan and the slowdown during the Twelfth Five-Year Plan,it is believed that in the process of industrial development,from the perspective of horizontal relations and from the scope of Xinxiang alone,Xinxiang municipal government,universities and industries are relatively independent,each showing some other two capabilities,while maintaining its own independent identity,in line with the "triple helix" model of interaction.However,from the perspective of the vertical relationship and the whole province and even the whole country,whether local governments or universities,their relations are embedded in the power structure of the central government.Compared with local governments,industries and universities,the central government is in a relatively dominant position,which directly affects the interaction between them and industries and restricts the triple helix.Innovative ability is in line with the "three spirals" model of the state interventionist society.Therefore,the innovative development model of biomedical industry in Xinxiang City is a nested triple helix innovative development model with Chinese characteristics and regional characteristics,nested "Triple Helix" Innovative Development Model with Limited State Intervention.Through a preliminary analysis of the basic connotation,characteristics,functions,advantages,shortcomings and innovative path of this model,this thesis explores the rational and effective division of labor among universities,governments and industries,gathers various elements of resources in the region,forms a joint force to promote innovative development,and achieves rapid and orderly economic and social development.Explore the "triple helix" innovation mode suitable for China’s industrial development,find out the proper orientation and role of universities,industries and governments in innovation activities,so as to provide theoretical basis for the healthy development of industry,and provide methodological reference for solving the problems arising in the process of industrial development,in order to further guide the innovation-driven development of regional industries in China. |
