The report of the Nineteenth National Congress of the Communist Party of China has repeatedly emphasized the implementation of innovation-driven development strategy.Innovation has gradually become the first driving force to lead economic development,and building an innovative country has become an important measure to adapt to the development of the times.University Science Park and High-tech Development Zone are important components of the national innovation system.University Science Park and High-tech Zone are complementary in function and close in space.Their communication and cooperation,strong alliance and collaborative innovation are unique,systematic and lasting organizational relationship.Firstly,this paper combs the literature related to collaborative innovation between university science parks and high-tech development zones,studies and summarizes the current situation of collaborative innovation between university science parks and hightech development zones,and discusses the collaborative theory,game theory,principalagent theory involved in the collaborative process.On this basis,the operation mode of University Science Park and high-tech development zone is analyzed.Starting with the development mode of University Science Park and high-tech development zone,the possible development mode of University Science Park and high-tech development zone is explored.The research finds that collaborative innovation is a lasting process,and each collaborative innovation subject will constantly modify its behavior with the distribution of benefits,policy environment,resources and other factors in order to achieve a stable collaborative innovation relationship with other innovators.Evolutionary game model can describe the dynamic process of revision.Therefore,an evolutionary game model of collaborative innovation between university science parks and high-tech development zones is constructed from the perspective of game theory.The research shows that the optimal stable strategy is the collaborative strategy and the benefit distribution is very important to the choice of stable strategy.Based on the analysis of the interest game relationship of innovators,the principalagent model of collaborative innovation between university science and technology parks and high-tech development zones is established.Based on the information symmetry and asymmetry,the principal-agent profit distribution model of collaborative innovation between University Science Park and high-tech zone is constructed,and the optimal effort level and degree of collaborative innovation are determined respectively.On this basis,the optimal allocation proportion is determined.The research shows that synergistic innovation benefit,effort and innovation input have positive effects on benefit distribution.The level of supervision and information observability have negative effects on the proportion of benefit distribution.Finally,some policy suggestions are given to improve the level of collaborative innovation.
