With the economic downturn since 2015,all commercial banks are facing a sharp rise in non-performing assets.The traditional disposal methods of non-performing assets no longer meet the needs of banks.They must find a new direction and channel for the disposal of non-performing assets,so as to avoid the risk out of control caused by the excessive non-performing assets of banks.In response to the call of the People's Bank of China and other eight ministries,CCB successfully issued Jianxin 2016-2,the first domestic non-performing housing mortgage-backed securities after the resumption of non-performing Securitization on September 23,2016.Studying its issuing process and framework can analyze the innovative development of non-performing housing mortgage securitization in China,which is of great significance to promote the development of housing credit,banking and even the whole financial system in China.Firstly,this paper introduces the development course and current situation of non-performing asset-backed securities in China.Secondly,it introduces and analyses the case of "Jianxin 2016-2".It concludes that the existing problems are that the loan service providers after the statement are still issuing institutions,that the interest-bearing mode of basic assets is single,that the standardization degree of basic assets of securities is not high enough,and that the securities investors have only domestic funds.At last,according to the common problems existing in the securitization business of non-performing personal housing loans and the mortgage business in China,the following countermeasures are put forward:first,establishing professional loan service providers under the guidance of policies;second,introducing more types of loans;third,further marketization of interest rates in loan pricing;fourth,further improving the informationization of loan management;and fifth,introducing the whole system.The sixth is to introduce more types of investors.
