| With the advancement of urbanization,a large number of agricultural transfer populations have become citizens,rural residential sites and rural houses have become idle,and many rural areas have shown a decline trend.At the 19th National Congress of the Communist Party of China,the rural revitalization strategy was promptly put forward,and in the 2018and 2019 Central Document No.1,respectively,the pilot project of exploring the“three powers separation”of the homestead and the resumption of idle homesteads were proposed.Therefore,under the background of rural revitalization strategy,it is of great significance to study the revitalization of rural idle farmhouses to ensure the "three-power separation”of rural housing sites and promote the construction of rural ecological livables.Based on the study of foreign rural housing management,rural housing security system,rural housing construction,the development of domestic housing system,the local exploration of idle rural housing and related theories,this paper analyzes the current situation of agricultural housing in Anhui Province.Reasons,opportunities and possible harm.Through the study of the practice of idle farmhouses in typical areas of Anhui Province,the results and related enlightenments of each region are summarized,which provides a reference for the construction of idle farmhouses.Secondly,based on the practice of the idle farmhouses in Anhui Province,innovatively construct the "three powers split+"idle farms,including the“three powers split+”rural tourism model,"three powers split+"leisure agriculture The model,the“three powers split+”homestay leasing model,the“three powers split+" industry development model,and the "three powers split+" old-age community model.Finally,from the establishment of a sound homestead market,the improvement of the housing estate management system,the construction of idle agricultural housing trading platform,the establishment of a sound income distribution mechanism for all rights entities and the establishment of a sound multi-channel funding system,etc.,to ensure the idle rural housing revitalization Successful implementation. |
