Xi Jinping delivered a report whose topic is Secure a Decisive Victory in Building a Moderately Prosperous Society in all Respects and Strive for the Great Success of Socialism with Chinese Characteristics for a New Era,at the 19th National Congress of the Communist Party of China on October 18,2017.It requires to perfect all kinds of state-owned assets management system,deepen the reform of state-owned enterprises,and fully implement the performance management.Tobacco industry occupies a monopoly status in the market economy of our country,and the state exercises unified leadership,vertical management,monopoly management over the tobacco industry.Tasks and indicators are focused under this pattern.Athough,it has played a positive role in keeping the tobacco market steady and promoting the rapid development of the tobacco industry to a certain extent,it has exposed many deficiencies for paying too much attention to immediate interests and ignore the long-term interests with the implementation of the strategy of "going out".Meanwhile,the Tobacco Monopoly Bureau in Shandong province made major policy decisions of "Grasp the basic units,and lay foundations " and it intends to improve the existing management system by using the performance management method,strengthen the basic work,which has significant meaning for the development of tobacco industry.This paper is based on the Tobacco Monopoly Bureau of LY city.It carries on a empirical research on the present situation of performance management of the law enforcement staff through questionnaires,discussion,access,data access.It analyzes the causes of the problem that the lack of the grass-roots levels' professional identity of performance management,the lack of professional quality,the indicator does not match the job description,a few obvious level of the improvement of work and so on.And on how to perfect the grass-roots law enforcement personnel performance management system,concrete suggestions are put forward.In the system of construction the performance management guarantee,we should make good ideological guarantee,personnel guarantee and system guarantee.In the system of optimization performance index,we has been clear about the principle of the optimal performance indicators,the detailed performance indicators optimization steps.Moreover,the performance indicators of the service station of the tobacco monopoly bureau in Lanling county were optimized.In terms of perfecting the performance management process,the performance planning,performance coaching and communication,performance evaluation,performance appraisal feedback,performance appraisal results,application and so on five aspects has carried on the concrete optimizing.Through the empirical research on the performance appraisal of the grassroots law enforcement personnel at Linyi tobacco monopoly bureau,it provides some ideas that how to carry out the performance management,enhance the level of performance for the next step.At the same time,this paper also hopes to provide some references for other tobacco performance management system construction.
