With the rapid development of economy,market competition is becoming increasingly fierce.Comprehensive budget management,as an important link in the strategic development of enterprises,can effectively integrate various resources of enterprises,so as to ensure the long-term and stable development of enterprises under the competitive pressure of the overall market environment.However,from the perspective of the actual situation in China,the budget implementation of most enterprises is unsatisfactory.The budget mainly focuses on the financial budget management,and there is a general problem that the budget is out of line with the corporate strategy.In fact,only relying on the financial budget is not accurate and comprehensive for the enterprise's future strategic goals for effective planning.This paper adopts the method of case study,selects M engineering co.,ltd.as the research object,and optimizes the allocation of enterprise resources by using the two management tools of comprehensive budget management and strategic map.First of all,a brief review of the current research status at home and abroad,and the related concepts are described.Then,the basic situation of M company is briefly introduced,and describes the current implementation of M company's budget management and the existing problems.At present,the budget organization system of M company is not sound,and the preparation system is not perfect,too much emphasis is placed on the preparation of financial budget,which leads to the disconnection between the budget plan and corporate strategy and is not conducive to the future development of the company.Then,it analyzes the necessity and feasibility of introducing the comprehensive budget management system based on strategic map to M company,and concludes that it is imperative for M company to introduce strategic map for comprehensive budget management.Based on this,the author according to the M company's future strategic target,building the strategic map,and on the analysis of the key indicators for the specific design,and preparation,execution and control of budget management and appraisal optimization,thus put forward the corresponding security measures,to ensure that can in M company carrying out the comprehensive budget,to promote the development of M company's long-term stability.The author stressed that the enterprise's budget must be get rid of the traditional budget model,should beguided by the strategic target of enterprise in the future,using the strategy map from four aspects to specific analysis of financial indicators and non-financial indicators,ensure the strategic target to implement the enterprise every employee,to conduct a comprehensive budgeting,so as to solve the problem between strategy and budget.
