Research On The Impact Of Opening Up Level On R&D Resource Allocation Efficiency In China

With the in-depth development of the global economy,the role of labor,capital and other factors in driving economic growth is weakening.Innovation driven by R&D resources is becoming the core way to achieve successful economic transformation and sustained growth.Opening to the outside world has become an important external factor affecting the economic development of a country or region,and also has a profound impact on the efficiency of R&D resource allocation.In this paper,through seven dimensions of financial openness,export openness,import openness,service trade openness,foreign investment openness,foreign capital absorption openness and production openness,the principal component analysis method is used to calculate the openness of 30 provinces,municipalities and autonomous regions in China from 2003 to 2016;Taking R&D personnel are converted into full-time equivalent,internal expenditure of R&D funds,foreign technology as import contracts;Taking the amount of patents,the number of scientific papers collected abroad,the turnover of technology market and the total profit of high-tech industry as output indicators;then municipalities and autonomous the R&D resource allocation efficiency of 30 provinces in China during 2003-2016 by the data envelopment analysis(DEA).On this basis,this paper empirically studies the relationship between the level of opening up and the efficiency of R&D resource allocation in China.Through calculation and empirical analysis,the following conclusions are drawn: the level of China's opening to the outside world is stepped forward from west to east;the efficiency of R&D resource allocation fluctuates and rises,and the inter-regional performance is "the highest in the east,the second in the West and the collapse in the middle";the level of opening up has a positive role in promoting the efficiency of R&D resource allocation in China.The efficiency of R&D resource allocation in China is affected by other factors;the Impact of Openness on R&D Resource Allocation Efficiency from big to small is FDI absorption openness,tourism openness,import openness,production openness and export openness.The influence of the latter three dimensions has not too much different,but the foreign investment has a negative effect on the opening-up.The research results are helpful to promote the efficiency of R&D resource allocation and policy recommendations.Therefore,China should develop economy,respect the law of economic development,pay attention to the quality of economic development,expand the level of opening-up,especially make good use of domestic consumption dividends and industrial transformation dividends to absorb more foreign investment,pay attention to and enhance the level of opening-up of international trade in services,and constantly achieve the goal of optimizing and improving the efficiency of R&D resource allocation in China.
