With the continuous deepening of the reform of state-owned enterprises,the diversification of the property rights of state-owned enterprises has continued to increase.At the same time,state-owned enterprises have extensively absorbed non-state-owned social capital through state-owned holdings and shareholdings,which has enabled the scope of the state-owned economy to expand continuously.At the same time,it has also led to a substantial increase in the size of state-owned holding companies.As a financial manager who is designated by a shareholder to assist Company A,the author participated in the establishment,operation and decision-making process of Company A,and had a deep understanding of the problems faced by Company A.In this paper,the author takes Company A as an example,with its operating data as a support,and uses the five-element model mentioned in the COSO system,the theoretical framework of internal control,to analyze its problems as a small state-owned holding company in internal control,including: Internal environment,internal control monitoring,and control activities.Furthermore,the author combines with financial control analysis method to comparatively analyze the impact of Company A's internal control,and comprehensively analyzes the causes of the problems and proposes a solution to these problems accordingly.The main structure of this paper can be divided into six parts.The first part is the introduction,which mainly introduces the research background and motivation,the research significance,the research theme,the research method and the hierarchical logic relationship of the article.The second part is a literature review that summarizes the basic concepts involved in this paper,the relevant literature research results and the analytical tools the author used in this paper.The third part is the case description,which introduces the organizational structure and operation status of Company A and the problems and risks it faces.The fourth part is the case analysis.The main content is to make a detailed analysis of the internal control environment,implementation and supervision of company A through the use of the five-factor model of internal control,and concludes the shortcomings and risks of company A in internal control.The fifth part is the specific suggestions and solutions for improving the internal control of Company A.The sixth,also the final part,is a general summary of the internal control construction of this small state-owned holding company,Company A,and the follow-up research prospects of this paper.The main conclusion of this paper is that the problem of Company A is caused by four factors: internal environment,risk assessment,internal control activities and internal control monitoring.More efforts should be made to improve on these four aspects to alleviate the conflicts because of the business philosophy and cultural differences among shareholders,to strengthen the construction and implementation of the internal control systems,and fill the blank in internal audit.
