The market-oriented economy has brought unprecedented challenges to state-owned enterprises.State-owned enterprises inevitably face the test of business model,management method and technical strength in the process of gradual market-oriented reform.Construction enterprises are the most representative among state-owned enterprises.One of the enterprises,but in recent years,there have been many problems such as the issue of blame,the enthusiasm of employees,the efficiency of enterprises,the obsolescence of the project management system,etc.These problems have led to a large number of employees leaving the state-owned enterprises,and the efficiency of enterprises has also dropped significantly.In order to solve the development problems of China's state-owned construction enterprises,it is necessary to introduce new project management theories and methods.The virtual shareholding system is a commonly used method for the reform of state-owned enterprises in China in recent years.However,this system is very difficult to apply in the construction industry.Because of the particularity of different projects in the construction industry,it is difficult for the virtual shareholding system reform plan to be uniformly compiled and implemented.According to different companies and different projects,the research or case study is carried out.Therefore,this study takes ZHT as the research object,and selects the Q project of the company's recent virtual shareholding system reform as the research object,through the design and construction of the Q project virtual shareholding system.The implementation process explores the reform direction of China's state-owned construction enterprises.Taking the Q-house project in Beijing as a case,this paper explores whether the virtual joint-stock project management plan can help construction enterprises achieve the goal of improving their core competitiveness and management ability under the premise of ensuring the construction period and quality under the background of market economy.The article analyzes the current situation of project management of ZLT company and finds that ZLT company project management has problems such as outdated management mode,single management method and insufficient incentive system effect,resulting in insufficient internal cohesiveness,lack of clear responsibilities,and income distribution.Unreasonable and other appearance problems frequently occur,and even the phenomenon of frequent departures of new employees within 1-2 years of frequent employment is frequent.Some employees even describe ZHT as “the talent society of construction enterprises”,and the seriousness of the problem can be seen.The brain drain hasbrought many potential problems to the company,including the company's middle and high-level talents,the disorder of corporate culture,and the lack of cohesiveness in corporate culture.The main ideas of this research are to discover problems,analyze problems and solve problems.The aim is to conduct a large amount of management data review and analysis on the completed projects and projects under construction of ZHT,and to interview the employees during the years of work.The comprehensive analysis of the data,in order to obtain the current problems in the company's project management,and then combined with the advanced idea of ??virtual shareholding system to reform the project management,with Q housing construction project as a case study,and then prepare a virtual project in line with the Q housing project The shareholding system reform plan,and verify its feasibility and actual implementation results.After the pilot project of the Q-house project,the virtual joint-stock project management plan can achieve a project gross profit margin of 8.82%,shorten the construction period of 71 days,and the project receives high evaluation from the owner,and can be fine-tuned in the subsequent phase II and phase III projects.Continue to use afterwards.At the same time,it also pointed out a good development direction for the state-owned construction enterprises in China's reform stage,especially the management of large-scale housing construction projects,and it is more suitable to use the virtual shareholding management method.
