Research On Policy Implementation Problems And Optimization Strategies Of Shenzhen Maker Special Project

China proposed to become an innovative country in 2020,which was announcing by the National Science and Technology Innovation Conference held in 2012.Shenzhen as a frontier city of reform and opening-up,science and technology innovation has become an important means to improve its core competitiveness.On the one hand,it is inseparable from the independent innovation and scientific and technological research and development strength of Shenzhen enterprises,and on the other hand,it cannot do without the various science and technology policies of the government.In order to make high-tech enterprises get better development,the Shenzhen Municipal Government has formulated a rich policy of science and technology innovation,and invested a large amount of funds each year to support the development of technology-based enterprises.The development of “Maker” in China dates back to 2014.Premier Li Keqiang officially put forward the slogan “Volkswagen Entrepreneurship and Innovation” in the Davos Summer Forum.The “Maker” group has continued to grow and develop in China.Services have also become more and more perfect in the development of recent years.As a pioneer city of “Creator” development,Shenzhen has the reputation of “City of the Guest”.In recent years,the Shenzhen government has also issued a series of corresponding supporting policies to support the development of the maker industry,which is listed as Shenzhen.An important sub-item in the science and technology plan.In recent years,the special project sponsorship of the makers has attracted a large number of applicants to declare themselves every year,which has played an important role in promoting the development of the Shenzhen maker industry.In this context,this study is mainly from the “Science and Technology Plan” formulated by the Shenzhen Science and Technology Innovation Committee.It mainly analyzes the Shenzhen Maker special project funding policy through the questionnaire survey method and interview method to the Maker and Maker team and the creation space.As well as the promotion role of the incubator,through the analysis of the implementation effect of the policy,it is necessary to find out where the policy implementation needs improvement,so as to propose corresponding optimization strategies,and also provide reference and reference for the formulation of maker-related policies in other regions.
