Study On Problems And Countermeasures Of Agricultural Science And Technology Extension System In Xinjin County

At present,China is deeply advancing the transformation and transformation of the agricultural development model,accelerating the promotion of agricultural informatization,mechanization,science and technology,and marketization,so as to realize the transition from traditional agriculture to modern agriculture.Under this background,it is imperative to constantly innovate and upgrade the level of agricultural science and technology,turn agricultural scientific and technological achievements into actual agricultural productivity,and improve and perfect the agricultural science and technology extension system,especially to strengthen the county-level agricultural science and technology extension system.At the same time,after the 19 th National Party Congress,the strategy of “rejuvenating the countryside” was required to further deepen the structural reforms on the agricultural supply side and achieve agricultural quality improvement and efficiency improvement,which puts forward new requirements for the construction of agricultural science and technology extension systems.This article takes Xinjin County of Chengdu as an example,basing on the perspective of the government's agricultural sector and farmers,adopts the agricultural science and technology extension system as the research object,and adopts literature analysis method,information research method,and statistical processing method to implement the agricultural science and technology extension system of Xinjin County.The status quo,existing problems,and causes have been analyzed in depth,and five major problems,including “poor synergy,unsatisfactory promotion effect,insufficient extension of promotion work,unsatisfactory extension system,and lack of effective management”,have been identified and are based on issues behind the problem.The reasons behind the problems were highlighted in the analysis of the issues such as: insufficient attention from the target audience,lack of promotion team as a whole,inadequate hardware support,inadequate promotion mechanism,and imperfect promotion system.Based on the actual situation in Xinjin County and combined with the existing new situation of agricultural development,this paper proposes the countermeasures and suggestions for improving and perfecting the agricultural science and technology popularization system of Xinjin County: first is to combine the actual conditions of the county and improve the strategic positioning;second,widely publicized and mobilized to give policy inclination;third,attach importance to personnel training and improve the quality of the team;fourth is to improve the incentive mechanism to stimulate the potential of the team;fifth is to strengthen the basic guarantee and optimize the hardware configuration;sixth is to strengthen land use security and optimize software configuration;seventh is to rationalize the management mechanism and improve the quality of work;eighth,it is to improve the assessment mechanism and improve work efficiency;ninth is to introduce new methods and improve the operation of the system;tenth is to innovate ideas,and enrich the content of the system.
