The Research For Innovation Of Institution And The Policy Choices In Yinchuan Comprehensive Bonded Zone

Comprehensive Bonded Zone is an intra-territory duty-free zone which policies combine overseas Free Trade Zone and Special Customs Supervision Zone in domestic coastal and border area,its aim is to promote the development of opening-up economic inland area.nd it also plays an important role on developing the opening economy,upgrading the transition of processing trade in our country,undertaking domestic and foreign industrial transfer,promoting the international trade and employment achieving coordinated development of regional economies and so on.Whereas,with the rapid development of economic globalization,the economy in our country has entered the new stage which lead to series of great changes in economic structure and development mode.t present,under the gradually complex conditions and uncertain factors,the economy is facing both severe challenges and new opportunities.In this contex,our country made a decision to reform the Special Customs Supervision Zone and establish the Pilot Free Trade Zone,which gives a new direction to construct and develop Comprehensive Bonded Zone.On February1 th 2019,The State Council's Opinions on Promoting High-level Opening and High-quality Development of Comprehensive Bonded Zones(hereinafter referred to as Opinions)was issued,which provides broad platform and new idea on the construction and development in Comprehensive Bonded Zones.However,comparing with free trade zone in developed countries,there is an enormous gap in practical operation and management influencing the development and innovation in the zone.As an implementation of establishing inland opening-up economic pilot zone,Yinchuan Comprehensive Bonded Zone was approved to found by the State Council on September 10 th 2012.This was soon announced by Premier Li Keqiang on the opening ceremony of the 3rd China-rab States Expo.s the end of construction phrase in our zone and the operation was started,we encountered so many problems,such as the management system and mechanism problem,policy problem,regulation problem and so on.The paper gives some suggestions to solve these problems which is based on The New Public Service Theory,The System Innovation Theory and Regional Growth Pole Theory.On the structure,Firstly,the paper interprets what is Comprehensive Bonded Zone and explicates the references.Secondly,analyzes the development status and points out the problems on systems and policies in the zone.Last but not least,combined the development experiences from Free Trade Zone at home and abroad,the paper gives some advices about the systems innovation and policy alternative,such as the aspects of perfecting laws and regulations,improving operation management,innovating public service concept,talent management system and development characteristics,building a sound comprehensive supporting facilities,ensuring policy landing,optimizing business environment,improving enterprise level and promoting transformation and upgrading of park,etc.
