Study On The Incentive Effect Of Fiscal Subsidy On The Development Of High-tech Industry

Since the 19 th National Congress of the Communist Party of China,innovation development has always been one of the focuses of economic development issue.In the field of enterprise technology innovation,high-tech enterprises are undoubtedly the dominant force.On the one hand,cutting-edge products developed by high-tech enterprises can offer people a better living condition and promote social innovation of science and technology;on the other hand,cutting-edge technology that high-tech enterprises gained in the process of research and development can be used to provide technical services and transform into technological achievements,then improve social production efficiency.Therefore,the development potential of high-tech enterprises,or high-tech industrial clusters formed by multi-industry and multi-type high-tech enterprises,is undoubtedly huge.The study of fiscal and taxation theory should serve the practice and guide practice.The premise is that theoretical research must be based on actual needs and closely integrated with the actual situation.Therefore,in line with this aim,combined with the current needs of the “New Central China Rise” strategic plan of Hubei Province,the empirical research part of this paper chooses to analyze the incentive effect of government fiscal activities on the development of high-tech industries based on the perspective of Hubei Province is in line with actual needs.After synthesizing the existing literature research,this paper takes "The Incentive Effect Of Fiscal Subsidies On The Development Of High-tech Industries – Taking 32 Listed Companies In Hubei As An Example" as the title,and the incentive effect of the fiscal subsidy policy on the micro-subject of high-tech enterprises as an empirical analysis.On the one hand,it is to provide more effective theoretical support for the fiscal subsidy policy for high-tech industries.On the other hand,the empirical part using the actual data of Hubei Province will provide relevant policy recommendations with strong practical guiding significance.This will help the further optimization of the fiscal subsidy policy of Hubei Province.The regional differences in fiscal subsidy policies may be small,but the regional development of high-tech industries is different.Therefore,in order to make the analysis more targeted and take the availability of data into account,this is another reason why this paper selects the data of Hubei Province as an example for empirical analysis.This paper is divided into four chapters.The main research contents of each chapter are as follows: The introduction part mainly introduces the research background,research purpose and significance,literature review,main research methods and the structural framework of the thesis.Chapter 1 ‘Theoretical Analysis of the Incentive Effect of Fiscal Subsidy on the Development of High-tech Industry',through the combination of fiscal subsidies and the concept of high-tech industry and the theory of industrial development or government function theory etc.,this chapter analyzes the influencing factors and incentive mechanism of fiscal subsidies to support the development of high-tech industries.Chapter 2 ‘Current Situation of Hubei High-tech Industry Development and Relevant Fiscal Subsidies',from the current situation of the development of high-tech industries in Hubei Province and the current situation of Hubei's fiscal subsidy policies,together with related historical evolution of Hubei's fiscal policies targeted at the development of high-tech industries,this chapter analyzes the current development situation and problems in the policy before the empirical analysis.Chapter 3 ‘Empirical Analysis of the Incentive Effect of Fiscal Subsidy on the Development of High-tech Industry in Hubei Province',using the panel data model constructed by the listed high-tech enterprises in Hubei Province,this chapter uses the econometric method to analyze and process the model,and tests the incentive effect of fiscal subsidies for high-tech enterprise development,it is found that the fiscal subsidy policy of Hubei Province has a significant positive incentive effect on the business performance of high-tech enterprises.However,the incentive effects of fiscal subsidies in different industries are different.Some industries have significant incentives for fiscal subsidies,while some industries may have insufficient subsidy efficiency.Chapter 4 ‘Policy Suggestions on Strengthening Fiscal Subsidy to Support the Development of High-tech Industry in Hubei Province',according to the theoretical analysis and empirical analysis results in the paper,combined with the current situation analysis of some problems in the fiscal subsidy policy of Hubei Province,this chapter puts forward a series of policy recommendations for the fiscal subsidy policy for high-tech enterprises in Hubei Province in order to continuously improve the policy system and optimize policy benefits.
