With the rapid development of science and technology,early warning capabilities for all kinds of disasters have improved greatly,but the disasters still do great harm on human safety and stable development of human social life.After the occurrence of unexpected events,the emergency rescue is the necessary process of promoting the response timeliness and pertinence of unconventional emergency.And requirement of large-scale delivery for emergency relief supplies occurs in the early days,so the effectiveness of emergency supplies delivery is a key element of emergency management.Initial emergency response with the highly uncertain information of crisis locations and dynamic tendency of transport routes,the optimized allocation decision of a variety emergency supplies for each affected point is very important.Reasonable choice of emergency supplies distribution center location-routing problem is the guarantee of emergency supplies' timely and fair distribution,which plays an important role in shortening the rescue time,stabilizing emotions of victims and saving lives and property.Therefore,the study of location-routing problem decision optimization of emergency resource is with great practical significance.This article aims to study the decisions-making optimization of emergency resource allocation under uncertainty after the occurrence of unexpected events.Firstly,existing research of emergency logistics and emergency resource allocation are reviewed,we analyze the shortcomings and that we can learn from.Secondly,according to the characteristics of the emergency rescue,the whole distribution process of emergency relief supplies from the logistics depots to the supplies demand points is divided into the upper and lower levels.We adopt scenario analysis to describe the uncertain environment at the early emergency rescue response.Based on full consideration of the way of dynamic rescue routs complexity,we combine the real-time/time-varying traffic information to adjust the rescue routs.From the perspective of speediness,economy,fairness,we build a model based on scenario for the emergency allocation problem.Three objective functions are mainly considered: one is the objective to minimize the rescue time,the second one is used to minimize the rescue cost,and the third one is used to maximize the minimum satisfaction.Thirdly,to solve the model accurately and effectively,we design an improved multi-objective co-evolutionary genetic algorithm,which combines the co-evolution theory and the traditional multi-objective genetic algorithm.To make the improved algorithm more suitable for the LRP multi-objective optimization model,it adopts a new encoding mode and uses an external archive to storage elite individuals.Eventually,the rationality of the model and the effectiveness of the algorithm is testified by an application.
