Research On The Impact Of Government Innovation Supporting Policies On The Innovation Output Of High-tech Enterprises From The Perspective Of Anti-corruption

Innovation is one of the most important parts of National competitiveness,but knowledge spillovers in the process of innovation may lead to insufficient investment in innovation activities and to inefficient market.Therefore,in the absence of efficient market mechanism,in order to make up for the shortcomings caused by the lack of market mechanism and promote economic growth,governments of all countries will use a certain degree of administrative means such as goverment subsidies,tax credits and other innovative support policies to regulate the economy.However,the effect of innovation support policies on the output of enterprise innovation activities is also affected by the characteristics of enterprises and external factors.At the same time,the government has greater decision-making power in resource allocation.Therefore,rent-seeking and corruption behavior may occur in the process of resource allocation.Based on the research background and significance,and reviewing the existing literature and theory,the paper selects the sample data of listed high-tech enterprises from 2010 to 2015.From the perspective of analyzing the impact of innovation support policies on enterprise innovation output;on this basis,explore the impact of the ongoing and in-depth anti-corruption campaign on the relationship between innovation support policies and corporate innovation output.Firstly,this paper uses government intervention theory,signal transmission theory,rent-seeking theory and resource endowment theory to analyze the motives and mechanisms of government intervention behavior in the process of enterprise innovation activities.Government innovation support policies may mainly be supplemented by direct resources and indirect external Signal transmission affects enterprise innovation;analyzes the causes and mechanisms of enterprise rent-seeking behavior,and the mechanism of anti-corruption campaigns in government innovation support policies affecting enterprise innovation output.Secondly,combined with China's fiscal decentralization system,government innovation support policy and anti-corruption system,this paper analyzes the possible sources of rent-seeking corruption and how the anti-corruption movement has an impact on the rent-seeking activities of innovation support resources allocation.Finally,empirical analysis examines the role of anti-corruption in government innovation support policies affecting enterprise innovation output,and further explores the impact mechanism of anti-corruption on the effectiveness of government innovation support policies based on the external and own characteristics of the enterprise.The innovation output of enterprises is positively affected by the government's innovation support policy,and the development of the anti-corruption campaign will help to further deepen this positive promotion effect.(2)From the perspective of internal and external factors of influence,the in-depth development of anti-corruption activities has heterogeneity on the impact of government innovation support policies on the role of enterprise innovation output.The empirical results prove that the government's innovation support policy effectively promotes the enterprise's innovation output,but the promotion effect is also affected by the internal and external factors of the enterprise;the development of anti-corruption activities will help to further deepen this positive promotion effect.
