With the continuous deepening of China!s economic reforms,economic development has entered a new era,and all walks of life have flourished.As the pillar industry of the nation al economy and a solid backing,the financial industry guarantees the steady development of the national economy.As a benchmark for the development of the financial system,the steady development of commercial banks directly determines the growth of the national economy.This is both an opportunity and a challenge.Economic development has put forward high er requirements for the internal control system of commercial banks.As the fifth largest state-owned commercial bank established at the latest,Bank of Communications has formed its own complete internal control system by drawing lessons from the internal control systems of western commercial banks and other state-owned commercial banks,but it is not perfect compared with western countries.Therefore,in order to strengthen the construction of BOCOM's internal control system and avoid risks better,it is very necessary to make a reasonable evaluation of its current internal control system,find out problems and put forward optimization suggestions.This paper takes the Bank of Communications XX Branch as the research object,and uses the methods of field investigation,literature research,questionnaire survey and flow chart to optimize the internal control system of XX Branch.First of all,combined with domestic and foreign scholars' relevant research on internal control,this paper fully understands and analyzes the relevant theoretical knowledge and optimization scheme of internal control.Secondly,starting from th e five elemen ts of internal control put forward in the "Guidelines for Internal Control of Commercial Banks",through questionnaire survey,combined with the results of communication with employees in the process of on-the-spot investigation,it analyzed the present situation and existing problems of internal control in XX Branch.Thirdly,starting from the five elements of internal control proposed in the "Guidelines for Internal Control of Commercial Banks",combined with the existing problems,this paper established the five subsystems of the internal control management system,and proposed the optimal design schemes respectively.In this paper,the internal control matrix is used to demonstrate the process reengineering of XX Branch's key businesses through the flow chart method,and safeguard measures are put forward to ensure the effective implementation of the optimization scheme.Finally,it summarizes the shortcomings of this paper and the problems that need further research.From this research,we can realize that as a dynamic and huge management system,the construction of the internal control management system cannot be completed overnight,nor can it be completed by formulating several rules and regulations.The construction of internal control is an event involving all employees of an enterprise.Among them,enterprise culture,organizational structure,performance management,personnel management and system structure all involve internal control,and all business activities and management activities of an enterprise are closely related to internal control.As a commercial bank,it should have a set of effective risk evaluation standards,consider the principle of matching income and cost,weigh the relationship between risk and opportunity,and build an internal control system suitable for commercial banks.
