Innovation is the first driving force for development.Establishing technological innovation system with enterprises as the mainstay,market-oriented,deep integration of production and research,strengthening support for enterprises' technological innovation,promoting the transformation of scientific and technological achievements,accelerating the construction of an innovative country,are developing concepts and strategic goals and important contents of the government working reports in the new era.However,due to its revenue spillover,market failure always occurs in technological innovation area.Only relying on market regulation cannot guarantee its sustainable development,so it needs appropriate government intervention.As one of the effective methods of macroeconomic regulation and control,government procurement can make macro-control of the market through contract tendency and scale effect to make up for market failure.Namely,on the one hand,,by determining the objects,contents and methods of procurement;government procurement can form a clear innovative direction and stable market,reduce the uncertainty and risk of innovation,and then improve enterprises' enthusiasm to carry out innovative activities.On the other hand,the entire process of government procurement covers all aspects of society and economy.From the procurement process,it can obtain market information timely to provide scientific and rational basis for policy formulation,and create an excellent environment for market entities.Based on these,this paper will conduct research and analysis from the following aspects.Firstly,for the theoretical analysis part.Based on research background and scholars' research at home and abroad.This paper first defines the concepts,including government procurement,scale advantage,and its policy function on technological innovation.Then,it explains the theoretical basis,which are the market failure of technological innovation,government intervention and market resource allocation,supporting technological innovation.Then,it analyzes the influencing factors,which are divided into four aspects,namely,system,scale,foreign surrounding and incentive for innovation.What's more,the paper concludes that the impact of government procurement on technological innovation manifests in three aspects.They are driving technological innovation on the demand side;guiding technological innovation on the supply side and overcoming technological innovation rely.Secondly,for problem analysis part.Through analyzing the system and scale of government procurement in technological innovation,international condition,and input and output of market entities,the paper summarize the existing problems,including government procurement system on technological innovation is imperfect;its relative scale is insufficient,facing international pressure and the innovation power of market entities is not enough.Thirdly,for empirical model part.This paper uses the panel data of 30 provinces in China from 2001 to 2013 and GMM model with suitable variables based on supply and demand sides to study the impact of government procurement on technological innovation.The results show that current government procurement system behaves small effect on supporting technological innovation,scale advantage is restricted,and its policy environment needs improving.Finally,for recommendations parts.Based on the theories,problems,and empirical results above,it concludes several suggestions,namely improving the system of government procurement on technological innovation,taking scale advantage of government procurement,responding to international challenges actively and increasing incentive for innovation.In a word,based on the development background of new era,this paper comprehensively considers the supply and demand perspective,and uses the system GMM model to analyze the impact of narrow-diameter and wide-diameter government procurement on technological innovation,and propose improvement suggestions for its future.
