Y Province Agricultural Joint Special Scientific Research Project Approved And Improved Research

In recent years,With the progress of science and technology in China and the continuous improvement of comprehensive strength,in order to promote science and technology to play a greater role in the economic and social fields,the state finance has increased investment in scientific research funds,and local finance at all levels has also increased investment in scientific research projects.The huge investment in scientific research funds has aroused the enthusiasm of many scientific researchers,and the number of scientific research project applications has also increased.With the increasing number of scientific research projects declared year by year,more and more attention has been paid to the management of scientific research projects.Project review is a key link in scientific research project management.The result of project review directly affects the effective allocation of scientific and technological resources.In 2017,Y Province innovatively set up a joint special fund project for basic agricultural research.However,there are many problems in the process of project evaluation.In order to ensure the objective,fair and impartial evaluation of these projects,the most suitable projects are selected efficiently.On the basis of learning the evaluation methods and theories of scientific research projects at home and abroad,this paper analyzed the current situation of the evaluation of agricultural joint projects in Y province,and pointed out the existing problems in the evaluation of agricultural joint projects.On this basis,using Delphi analysis method and two rounds of expert consultation process,the core issues of expert selection for evaluation of agricultural basic joint special projects were selected from 15 questions by experts' evaluation of the importance of each topic,and the basic criteria for expert selection were determined.Through analytic hierarchy process(AHP)based on variable weights,the index system of project evaluation was determined,and the optimization measures and guarantee mechanism were put forward for the process of agricultural joint special evaluation.It has certain reference significance for the future evaluation of Y Province agricultural joint project and the evaluation of Y Province basic research project.This paper hopes that through the analysis and research of the project evaluation of Y province's agricultural joint special scientific research projects,the project evaluation will be based on science and rationality,select excellent projects to support,optimize the allocation of scientific research funds,further enhance the scientific and effective evaluation of Y province's basic research projects.
