Joint Procurement Strategy For Weak Procurement Of Small And Medium-sized Enterprises Research And Application

With the development of economic globalization and increasingly fierce market competition,small and medium-sized enterprises,as an important economic component of China's sharing of economic risks,regulating economic fluctuations,constructing market economy entities and maintaining social stability,are facing increasingly severe Survival test.As the primary link in the production and operation of enterprises,the pros and cons of procurement activities are crucial to the improvement of the comprehensive strength of small and medium-sized enterprises.However,due to the lack of economic advantages and industry status advantages of large enterprises,small and medium-sized enterprises are in a disadvantaged position in the daily cooperation with suppliers.It is often the case that the supply of key raw materials is unstable,delivery and quality cannot fully meet the procurement.The requirements,the high cost of procurement,and the poor service provided by suppliers have created a situation of weak procurement.In order to solve the dilemma faced by small and medium-sized enterprises,this paper studies the procurement optimization strategy of small and medium-sized enterprises in a weak procurement environment.The specific contents are as follows:Firstly,from the two major outlets of procurement enterprises and suppliers in the relationship of sales and sales,analyze the reasons for the weak procurement of small and medium-sized enterprises;combined with the procurement characteristics of small and medium-sized enterprises,small procurement scale and uncertain procurement demand,A joint procurement system for small and medium-sized enterprises in a weak procurement environment consisting of four modules: enterprise selection,information platform construction,joint procurement strategy and joint procurement evaluation.Secondly,constructing a joint selection index system for suppliers under the weak procurement environment consisting of product competitiveness,informationiz ability,synergy ability and cooperation ability;an objective and simple calculation evaluator weight based on original evaluation data is proposed.The method,combined with the entropy weight-TOPSIS evaluation method,achieves joint selection of suppliers in a weak procurement environment.Then,construct a joint purchase order batch model under the weak procurement environment with the target of procurement cost,product quality and product delivery,and the enterprise inventory capacity as the constraint;use the non-dominated sorting genetic algorithm with elite strategy to solve the model to determine the weak position The best order quantity for each joint venture in the procurement environment.Finally,through the example analysis of the proposed method and model,the method of calculating the weight of the evaluator proposed in this paper can simplify the calculation process and effectively avoid the influence of human factors,thus ensuring the accuracy of the joint selection results of the suppliers.The mode of joint procurement of small and medium-sized enterprises can not only solve the problem that enterprises can not reach the limit of the minimum order quantity of strong suppliers due to the small order size,but also obtain more ideal effects in terms of cost,quality and delivery.
