Research On The The Improvement Of The Performance Evaluation Of Basic Customs Finance Department Based On Balanced Scorecard

The Customs is the state administration organ for entry and exit.It supervises the means of transport,goods.luggage,Postal articles and other articles entering and leaving the country,collects customs duties and other taxes,investigates and arrests smuggling.compiles customs statistics,and handles other customs operations.On March 13.201 8.the institutional reform plan of the State Council was formally announced,and the duties and tasks of the entry-exit inspection and quarantine administration were formally assigned to the General Administration of Customs.The customs force has further expanded and its duties and duties have become more severe,and a new socialist customs with Chinese characteristics has been built.It has become the primary task of the new customs administration to achieve more efficient customs clearance.lower customs clearance costs,a better business environment.tighter supervision and better service.With the deepening of reform and opening up and the further promotion of economic globalization,the customs system plays an irreplaceable role in promoting local economic development.The customs finance department is the manager of financial funds.The conduct of all financial work is inextricably linked to the various customs supervision and control operations,and the customs finance department.as the "big rear" of all customs operations,must rationalize and clarify its own work characteristics and improve its work efficiency so as to ensure the realization of the long-term goals of the customs system.Therefore.through the objective performance evaluation of the customs finance department,it is particularly important to improve the level of customs financial management.The author uses the balanced scorecard as a performance management tool to redesign the performance evaluation system of the grass-roots customs finance department and evaluate the performance of the M customs finance department.The research results provide new ideas and directions for improving the management level of the grass-roots customs finance department.
