Impact Of Industrial Linkages Of Global Value Chains On Temporary Trade Barriers

With the emergence of the trend of "anti-globalization",temporary trade barriers,mainly including anti-dumping,countervailing and safeguard measures,have become the usual means of trade protectionism.At the same time,as the global value chain division of labor becomes a new mode of production,the international division of labor is becoming more and more detailed,and the interests of countries have become more closely linked.So will global value chains affect a country's trade policy?Will the value chain linkages among countries affect the use of temporary trade barriers?As an exporter,how to manage the global value chain so as to effectively avoid encountering more temporary trade barriers?Trade theory under the background of global value chains needs to be rethought.Based on the previous research results,this paper attempts to establish a theoretical mechanism for the formation of trade barriers by transforming temporary trade barriers into customs.Through the formulation of trade barriers,it is concluded that the foreign components in domestic products and the domestic components in foreign products both have an inhibitory effect on the implementation of trade barriers of a country.Then,based on China as the main research object,analyses the present situation and reason,a temporary trade barriers and the "value chain link for a country to make the policy decisions whether to impose temporary trade barriers to influence"and "value chain associated with strength of a country's temporary trade barriers" two thesis constructs the econometric model,selected from 2000 to 2014,13 trading partners such as the United States,the European Union,18 manufacturing industry related data as sample,empirically the value chain link between the two countries suffering the effects of temporary trade barriers to our country.The empirical results show that the value chain linkages between countries on a country's temporary trade barriers on the implementation of significant influence on the decision of China products the barriers in applying the ingredients(domestic value-added)inhibitory effect to the implementation of the temporary trade barriers,and barriers on Chinese ingredients in the goods(foreign value-added)to promote the implementation of the temporary trade barriers.In this regard,this paper combines theory and practical experience,analyzes the empirical results,and combined with the national conditions,puts forward reasonable suggestions for the manufacturing industries to develop well and avoid temporary trade barriers.
