Study On Influence Factors Of Farmer Households’ Willingness In Rural Residential Land Consolidation Based On The Theory Of Planned Behavior

Rural settlement is the basic regional unit of rural society and is the foundation of the rural social and economic development.Rural residential land consolidation can optimize the layout of urban and rural construction land,accelerate tapping the stock potential of rural construction land development,alleviate the contradiction between the supply and demand of land,improve production conditions and life quality of the rural residents,improve the utilization efficiency of rural construction land.Therefore,Study on influence factors of farmer households’ willingness in rural residential land consolidation is the main basis of perfecting the policy of rural residential land consolidation,this research is the important scientific issue to speed the implementation process.With the help of the theory of planned behavior,this study discusses farmers’ behavior intention of the rural residential land consolidation,and then identifies key factors of promoting and restricting farmers’ intend,provide theoretical basis for promoting the farmer participation in rural residential consolidation,and finally provides policy reference to protect the rights of farmers and to ensure the smooth progress of the rural residential consolidation.This study based on the questionnaire survey data of farmers in study region,introduces theory of planned behavior in the social psychology to the study of the farmers’ willingness in rural residential consolidation,in the framework of the theory of planned behavior,selects index from subjective norm,behavioral attitude and perceived behavior control to build index system of influence factors of farmers’ willingness,uses structural equation model,and analyzes farmers’ behavior intention from the angle of inner psychological feature to identify the key factors that influence farmers’ willingness in the rural residential consolidation,and then reveal the farmers’ decision-making psychological process.The results show that:(1)Behavioral attitudes have a positive significant impact on farmers’ willingness in the rural residential consolidation.Among them,the endowment insurance and medical security have a significant positive effect on farmers’ willingness,farmers pay more attention to the improvement of the endowment insurance and medical health security.The improvement of employment situations influence the willingness of fanners significantly,farmers hope that by participating in rural residential consolidation to get better opportunities and conditions of the job.The improvement of the traffic condition,the improvement of the living environment and the increase of living space are significant factors affecting rural residential areas farmers’ willingness.(2)The more subjective norms,the higher the farmers’ willingness.The influence of village cadres’ support is most,the rural residential land consolidation need rely on the lead of village collectives to carry out,so as the enforcer of policy,village cadres’ opinions are the most important specifications for farmers;In addition,farmers respect and obey the policy that government advocated.As farmers’ main social relation network,relatives,friends and neighbors’ supports have positive significant impacts on farmers willingness,farmers,behavioral decision-making will will have a certain similarity and convergence with their relatives,friends and neighbours.(3)The influence of perceived behavior control pass the test of significance under 1%level.Among them,the rationality of compensation ways can influence farmers’ willingness significantly,the rationality of compensation ways promotes,farmers’ willingness increases.The single compensation way and the low compensation standard will greatly weaken farmers willingness,while diversification of compensation way,rational compensation standard can improve famers’ willingness.Changes in lifestyles,increase in daily consumer spending,facing new employment,unrealized policy and insufficient funds can reduce the enthusiasm of farmers to participate in rural construction land.(4)Behavioral attitude,subjective norm and perceived behavior control influence each other significantly.The influence between behavioral attitude and perceived behavior control is most,farmers with positive attitudes of participate in rural settlements consolidation are often willing to prepare more for it,so perceived behavior control will be relatively high.farmers having higher perceived control looking forward to the good living environment strongly,then,their attitudes are more positive.(5)According to the analysis of influence factors of farmers’ willingness in rural residential land consolidation based on the theory of planned behavior,provide the reference for incentive resources in order to promote farmers’ willingness from designing microcosmic policy and perfecting macroscopic policy.From the view of farmers,first of all,pay more attention and improve fanners resettlement policy guarantee for a long time,especially in health care,Pension insurance,job security and education condition.Second,the government guide to create a harmonious atmosphere,establish a arrangement mechanism for farmers voluntary.Third,perfect the compensation policy of rural residential land consolidation in further.In the macro level,first,plan the layout of rural settlements reasonably.Second,introduce market mechanism,give full play to the role of market in rural residential land consolidation.
