SPS,SPS Cooperation And China’s Aquatic Product Import

With the advancement of economic globalization,the development of regional economic cooperation has become a new trend.In order to continuously expand the scope and enhance the level of opening up,China actively carries out regional trade cooperation and develops free trade with other countries.Aquatic products are an important part of agricultural trade.In recent years,as China ’s aquatic product trade policy shifts to both import and export,research on issues related to the impact of aquatic product import has become increasingly important.In order to avoid the spread of risks in cross-border agricultural trade and ensure food safety and hygiene,WTO member states can formulate and implement SPS measures in accordance with the <Agreement of Sanitary and Phytosanitary Measures >(SPS Agreement)to ensure the health and safety of their residents,animals and plants.On the other hand,due to the technical trade barriers that may result from the implementation of SPS measures,interregional economic cooperation has developed rapidly.In order to guarantee the quality and safety of China’s imported aquatic products and avoid the technical trade barriers that may result from it,China is actively participating in various SPS cooperations while implementing SPS measures.In this context,this dissertation examines the impact of the SPS measures implemented by China on aquatic products on China’s aquatic product imports,as well as the regulatory effect of the SPS cooperation clauses contained in various Chinese FTA(free trade agreements)on SPS aquatic product import;Give better play to the regulatory role of SPS cooperation and put forward countermeasures.Therefore,this dissertation selects the import amount and weight data of aquatic products between China and 25 import target countries from 2011 to 2017 as the sample data for measurement analysis,and empirically examines the impact of SPS measures and cooperation on China’s aquatic product import trade.The empirical test results of the gravity model show that China’s SPS measures have a significant promotion effect on the import amount of aquatic products,but the suppression effect on the import weight is not significant,the adjustment effect of the SPS cooperation clauses in various FTA in China on the import effect of SPS aquatic products has not yet been reflected.On this basis,this research proposes some countermeasures,and hopes that in the future,China will be able to more actively grasp the role of SPS measures in promoting the import of aquatic products,and enable SPS cooperation to exert its influence on the import of aquatic products in free trade agreements.
