Problems And Countermeasures In The Implementation Of Basic Pension Insurance For Urban And Rural Residents In M County

With the continuous deepening of the population aging phenomenon,the issue of pensions for the people has become more and more important.How to properly handle the issue of pensions for urban and rural residents is of great significance,which is directly related to the sustainable and healthy development of the national economy and society.Urban and rural residents' basic endowment insurance is currently the most widely covered by endowment insurance system.How to implement it with better quality has an important role in aging the population and ensuring the stable development of society.From the perspective of M County,this article first elaborates the background of the topic and the significance of the research,and explains the current research status at home and abroad,as well as the main content,research methods,and research ideas of this research.The concepts and related theoretical basis of the new rural social endowment insurance,urban resident social endowment insurance,and urban and rural resident basic endowment insurance are introduced.Combing the historical evolution process of basic endowment insurance for urban and rural residents,consulting a large number of information materials,on the basis of in-depth analysis of the basic content and achievements of basic endowment insurance for urban and rural residents in M County,this paper comprehensively shows the implementation status of basic endowment insurance for urban and rural residents in M county.According to the actual situation,a targeted questionnaire was designed,and 260 questionnaires were distributed from May to June 2019.Field surveys interviewed relevant personnel in 13 township offices throughout the county.The descriptive analysis of the survey results was conducted at multiple levels.The problems in the current implementation process include insufficient publicity,low payment level,lack of collective subsidy,insufficient service capacity,poor transfer connection,and weak supervision.Finally,starting from the actual situation,based on the results of the analysis,combined with the experience of many domestic and foreign systems,how to solve these problems was proposed,and it was proposed to strengthen promotion and publicity,strengthen payment incentives,implement collective subsidies,accelerate team building,formulate management rules,Relevant countermeasures such as strengthening government supervision and so on,hoping to give some reference and reflections on the better implementation of basic endowment insurance for urban and rural residents in M County and similar areas.
