Research On Evaluation And Improvement Path Of Regional Logistics Capability Under High Quality Development

At present,with the transformation of the economic development mode,China is in a strategic period of high-quality development.The logistics industry is a basic industry that supports the development of China’s national economy.It has a certain strategic guidance.And it plays an important role in the adjustment of economic structure and the optimization and upgrading of industrial structure.At this stage,studying how to effectively improve and enhance regional logistics capabilities and promote the overall improvement of the development level of the logistics industry in order to achieve high-quality economic development has become a problem that China needs to face together during the healthy operation of logistics.As a major logistics province in China,Henan Province has obvious regional transportation advantages,perfect infrastructure conditions,continuous acceleration of logistics hub construction,overall strong freight capacity,and huge logistics development potential,but there is still a certain gap compared with developed logistics regions.Therefore,from the perspective of high-quality development,this paper embarks on the empirical evaluation of the regional logistics capabilities of Henan Province in order to find the problems in its regional logistics development process,and propose a corresponding logistics improvement path that suits the actual region.This paper first introduces the research background,content,method theory and practical significance of regional logistics capabilities in Henan Province,and then takes the five development concepts of high-quality development as the theoretical basis to construct a regional logistics capacity evaluation index system that includes the five dimensions of regional economic quality,logistics innovation capabilities,logistics coordination capabilities,logistics green development capabilities and logistics sharing capabilities.Combined with the relevant statistical data of Henan Province and its surrounding provinces and prefectures from 2007 to 2017,the coefficient of variation method and the fuzzy matter-element European closeness method were used to carry out the high-quality development of regional logistics capacity in Henan Province from two dimensions of time and space Empirical analysis and comprehensive evaluation.According to the evaluation results,from the perspective of time,the regional logistics capacity of Henan Province has been gradually improved in the past 10 years,and it has huge potential for high-quality logistics development.From a spatial perspective,within the province,the regional logistics development in Henan Province is uneven under thebackground of high-quality development.The logistics capacity gap between the 18 cities is large,the highest is eight times more than the lowest,and the difference between subitem logistics capacities in different regions is obvious.Compared with the surrounding provinces,Henan’s logistics development level is average,and there are many shortcomings in logistics innovation capabilities,coordination capabilities,and green development capabilities.Finally,based on the actual situation of regional logistics in Henan Province,specific promotion paths are proposed from the regional economic level,logistics innovation development level,logistics coordination development level,logistics green development level and regional overall development level.
