With the rapid development of our economy and policy,the internal bloated multifarious system within a business has gradually become the obstacles to the further development of the enterprise while the electric power industry of our country is in the process of growing.Therefore,in order to set up a business vision catering to the new era and to promote sustainable development,many electric power companies from various provinces took the corresponding strategies of reforming combining with their own operating circumstances.After the application practice in 2016,the Xianyang power supply company decided to adopt the internal analogy market model to manage sub-departments.Under the circumstance,the H company began to actively undertake the task of pilot in 2018.Internal marketization of simulation market introduces operation mechanism of marketization within a business,which is new innovation enterprise management mode under the market economy.Under the running of the internal analogy market,the H company carries out 4 works which is respectively the goal setting and adjustment of budget management mode,adjustment of management evaluation methods,adjustments of assessment,establishment of operation guarantee mechanism,and make it as the four main modules when manage the company to bring the value management into daily management activities.From financial perspective,the main existing problems between modules are goals setting and lack of effective supervision and budget in budget management.In the module of management of operating assessment,there is a big gap between the budgeted profit and the actual profit,also internal transfer pricing is imperfect and department cooperating contract split without feedback.Assessment management module is lack of effective incentive mechanism.The operation of the final safeguard mechanism currently works well.Through analyzing existing problems,points module could give solutions by combining basic theories such as the value chain theory,transaction cost theory,responsibility accounting,and the theory of principal-agent theory,and etc.Mainly it is to establish a budget supervision and administration commission,combined with the actual operating profit analysis simulation,optimization of internal transfer pricing,establishing contract closed circulation system and improve the staff rewards and punishment mechanism.
