The "Basic Guidelines for Management Accounting" released in June 2016 pointed out that the principles of integration should be the principle of the application and implementation of management accounting in Chinese enterprises.It can be seen from this that the modern enterprise system will no longer apply the traditional budget management model.The finance department should involve resources,informa tion and management and other processes,and the business department must actively coordinate with the financial work to improve the integration between industry and finance.Apply financial management and control to the actual business operation process,and take budget management as the fundamental driving force for the deve lopment of business operation management.At present,many enterprises in China are obviously insufficient in the integration of budget and business,as is the case w ith SEG.Therefore,the establishment of a comprehensive budget management system for SEG companies based on industry-finance integration becomes very necessary.Industry-finance integration is a relatively new concept.This article introduces this concept into overall budget management and explains the advantages of comprehensive budget management based on industry-finance integration.Through the use of questionnaire survey methods,interview methods,literature research methods and other methods to understand and analyze the status of SEG's comprehensive budget management system,and designed a "SEG company's comprehensive budget management status survey questionnaire",conducted for all departments of the company once Questionnaire survey to understand the basic situation of SEG's comprehensive budget management implementation from the aspects of status quo implementation,company system level,budget preparation level,responsibility implementation level,performance evaluation level,employee training level,etc.Through the investigation and analysis of SEG companies,it pointed out that SEG companies currently have many disadvantages such as inconsistent strategic objectives,poor coordination with business processes,poor control and execution,and lack of evaluation incentives in comprehensive budget management.Therefore,industry and financial integration should be specifically applied to SEG 's comprehensive budget management system,and a set of practical recommendations should be put forward for the establishment of SEG 's comprehensive budget management system.The design principles,organization system,budget preparation,Various aspects such as budget control and budget evaluation constantly optimize and improve the SEG company's comprehensive budget management model.So far,the implementation of the new comprehensive budget management system based on the integration of industry and finance is guaranteed from three aspects:system guarantee,talent guarantee,and management development guarantee.Through research,this paper finds that the integration of industry and finance will become a trend in the development of management accounting and a direction of financial transformation and upgrading of contemporary enterprises.As a basic to ol for management accounting,comprehensive budget management can integrate the concept of industry and financial integration into the entire process of comprehensive budget management.On the basis of discussing the nature and significance of business and financial integration,this article systematically thinks about the compreh ensive budget management system,which not only helps to improve the efficiency of enterprise resource allocation,but also helps companies to enhance the integration and collaboration between business and financial departments to achieve sustainability High-quality development provides a guarantee for the realization of corporate strategic goals.I sincerely wish to provide an effective reference basis for enterprises in the process of industrial and financial integration reform.
