The Research Of Evaluation And Exit Of Agent Construction In The District Of Yuhang In Hangzhou

Since the reform and opening up,China’s economy has been developing rapidly.In the planned economy era,the government investment project management model has been unable to meet the needs of social development.In order to adapt to the international environment,improve the government investment project construction management level and investment benefit,breaking one of the four "investment,construction,management,use" mode,the State Council promulgated the "decision" of the State Council on the reform of the investment system of the document in 2004,construction agent systememerged in the tide of reform of the investment systemGovernment investment projects,through bidding and other means,the choice of social professional project management units referred to on behalf of the construction unit.Nowadays,the government investment projects are increasing day by day.With the implementation of the agent construction system,the project management units in the society are also pregnant.Many low project management unit management level,no professional management personnel enough,by means of resort to deceit,the government investment projects,but the project management unit in order to maximize the interests of enterprises,the government investment projects aim to disregard the "three" project,"fishing project" also appeared frequently.In order to strengthen the management of construction projects,Yuhang district was established on behalf of the construction of the library,through the pre qualification approval procedures to preliminary screening finalists.Warehousing agent on behalf of the tender units,the owners of the tender agent through the traditional tender to determine the successful construction enterprises.In this paper,the main research units on behalf of the implementation of the elimination mechanism,so that the successful generation of construction units in accordance with the requirements of the contract to fulfill their duties,to provide quality services for the owners,for the entire project services.If the construction unit can not meet the requirements of the project service,failed to control the management of the project,through the exit mechanism evaluation system,so that the construction unit has a go,and further screening of the project management level of the construction enterprise.It is a dynamic process for the generation of the database to stimulate the construction enterprises to improve their management level.In this paper,through data collection,literature review,preliminary screening daijiandanwei evaluation index;then using Delphy Fa to test the selected indicators,eliminate unreasonable index,using the AHP analytic hierarchy process,the analysis of various indicators to determine the index weight,the priority to Scalarizations,facilitate evaluation;finally through the scoring model and weighted the average method to evaluate the overall management level of the construction unit of the project.In the end,this paper takes the two phase project of the village of Liangzhu Street Canal Village as an example to verify the rationality of the evaluation system.
