Research On The Dilemma And Optimization Path Of Housing Accumulation Fund System In E City Under The Background Of New Urbanization

With the continuous deepening of reform and opening up and the rapid development of the socialist market economy,a large number of rural population into E city,the city scale expands unceasingly,the growing population agglomeration effect,the surging demand for housing,but because of housing prices in E is much higher than in rural areas,and people will show a series of problems such as unfair income distribution,in the development of urban and rural integration of E city met great resistance.The housing accumulation fund system is a basic housing security system formed in the process of the housing system reform in China,which plays an active role in optimizing the living environment,developing the regional real estate industry and promoting the regional economic growth.This paper takes the housing accumulation fund system as the starting point,and combines the public housing problems encountered by E city in the process of new urbanization to study and analyze the continuous optimization of the housing accumulation fund system to promote the development of new urbanization and urban-rural integration construction in E city.This study using literature research,comparative analysis,case method and so on,based on the theory of welfare economic theory,social mutual aid,forced savings theory,from the new urbanization,E city,housing accumulation fund system three segment Angle,research the new urbanization under the background of E.the operation of the system of housing accumulation fund,mainly in the deposit,use,etc.The reasons for the predicament of the housing provident fund system in E city under the background of the new urbanization are mainly focused on the imperfect implementation system,weak law enforcement force,low consciousness of enterprises and employees’ voluntary contribution,high staff mobility,lack of flexible employment,and limited loan policies in actual operation.By drawing from South Korea,Japan,Singapore and other parts of the Asian countries with a similar cultural background of the advanced system of housing security,and through the comparison and analysis with E city housing accumulation fund system get experience enlightenment,namely live to highlight special groups,is to embrace new citizens live to key lies in the innovation system of housing accumulation fund,live to pivot is to play to the role of housing finance,good citizens in the city management to make more in the acquisition.Based on this,the paper puts forward the optimization path of the housing accumulation fund system in E city.Second,strengthen the publicity of policies and raise the awareness of the whole society to build and pay according to law;Third,to improve the level of information services,innovative service for the people;Fourth,optimize the internal management system,increase supervision of the provident fund.
