A Study On The Practical Difficulties And Countermeasures Of Budget Performance Management In Bayannur

With the promulgation of the new Budget Law and the increase of the public expenditure of the government,the efficient and effective of the use of financial funds has been paid more and more attention.In accordance with the requirements of the report of the 19th National Congress of the Communist Party of China" to establish a comprehensive,standardized,transparent,scientific and powerful budget system,and implement performance management in an all-round way ",as well as the " opinions on the full implementation of budget performance management " issued by the Central Committee of the Communist Party of China and the State Council,budget performance management has become a key task that the central committee of the CPC and the state council attach great importance to and that various regions,governments and departments need to promote in recent years.Based on the practice of budget performance management in different places,this paper takes Bayannur city as an example to study the budget performance management from the perspective of theUnion City,which is representative to some extent.This paper profound analyzes the experience of performance budgeting management in the United States,the United Kingdom,Australia and South Korea,uses the unique budget performance management,andmodel of Beijing,Guangdong Province and Inner Mongolia for reference,combined with the current situation and effectiveness of Bayannur city,from the performance evaluation of budget performance management by objectives,management,performance evaluation result application is summarized the current reality of the existence of dilemmain three aspects,mainly displays in:the performance target and index set is not science,review performance goals tend to be more formal,the performance evaluation index system needs to be perfect,not against the third party restrictions,etc.And further trace toroot of the problem,explore the causes for the problems,and then to optimize the Bayannur city budget performance management system,to promote the full implementation of budget performance management policy recommendations.
