| Due to the increasingly prominent conflict between the natural environment and economic development,natural disasters are still frequent.The occurrence of large-scale natural disasters will have a huge impact on the local economy,facilities and residents’ lives.In a short period of time,the demand for emergency supplies in the affected areas will increase sharply.How to scientifically set up an emergency material distribution center under the limited time and materials,form a reliable emergency logistics system,and distribute emergency materials to disaster-affected areas fairly and quickly is the focus of emergency rescue work,and is also the main content of this paper.This paper summarizes the research status of emergency logistics related issues at home and abroad,and outlines the location theory of emergency material distribution centers and related theories of emergency material distribution issues.For the multi-objective optimization problem,the general form of the multi-objective optimization problem and the related theories of the NSGA-Ⅱ algorithm for solving the multi-objective optimization problem are introduced.At the same time,based on the principle of fair distribution,the factors that affect the urgency of the disaster site’s demand are analyzed to establish a demand urgency coefficient evaluation index system.Compared with the popular evaluation methods,it is determined that the evaluation method in this paper is based on the B-type association degree-TOPSIS evaluation method.And introduces the relevant concepts involved in the evaluation method,and gives the specific calculation steps and models of the evaluation method.Taking the urgent need for tent materials in the Wenchuan earthquake as an example,the urgency of emergency material needs was graded at each disaster site.Under the situation of insufficient emergency materials and the location of the emergency material distribution center,a material distribution optimization model with the goal of maximizing distribution efficiency and benefits was established.And designed the NSGA-Ⅱ algorithm to solve the optimal material distribution plan.Taking Wenchuan earthquake as an example,the validity of the model is verified and the results are analyzed.Based on the emergency material distribution optimization model,the location of the emergency material distribution center is considered.Based on the rescue network based on the framework of “supply point—permanent material distribution center+temporary material distribution center—disaster site”,we study the location of emergency logistics—distribution issues,and build a transportation cost minimization and distribution efficiency And the multi-objective programming model with the goal of maximizing benefits,the NSGA-Ⅱ algorithm is designed to solve the model.The Wenchuan earthquake is used as an example to verify the effectiveness of the model and analyze the results. |
