Research On Internal Control Improvement In Administrative Institutions

In recent years,with the deepening of China's economic system reform,administrative institutions,as functional departments providing public management and services,play an increasingly important role in more and more political and economic life,and the construction and improvement of its internal control system has gradually become the focus of social attention.In 2012,the ministry of finance issued the regulation of internal control in administrative institutions(trial),which came into effect on January 1,2014.This serves as the legal basis for internal control in administrative institution and improve the internal management level of administrative institutions.However,at present,the internal control consciousness of administrative institutions in China is still relatively implemented,the system system is not perfect,it is difficult to keep up with the pace of China's social and economic development,and even hinder the rapid and stable development of China's economy.Therefore,the current primary task is to establish and improve the internal control system of administrative institutions.The establishment and improvement of the internal control system of administrative institutions is a complex systematic project,which needs to involve multi-level content,multi-faceted links and corresponding knowledge system.It also needs to cover all.management departments and business departments,including the various business activities and employees at all levels.Based on the analysis of internal control of administrative institution background,purpose and significance,the present situation of internal control and its importance in administrative institution is introduced,and the understanding of administrative institutions internal control policy and theory on the basis of the concept of W unit,for example,field survey on its current construction situation of internal control,deep analysis of the problems and their causes.Aiming at the existing problems and relevant data analysis of W unit at the level of unit,economic business and management business,this paper proposes relevant strategies to improve its internal control,and further provides ideas for the overall construction,improvement and innovation of the internal control system of administrative institutions.The research is divided into five parts:the first part is the introduction.Including the research background,purpose and significance of this paper,the domestic and foreign resarch status analysis,research ideas and methods;The second part of the internal control of the relevant theoretical basis and policy analysis,for the third chapter W unit case analysis laid a theoretical foundation;The third part is the analysis of the current situation of internal control of W unit It analyzes the internal control of W unit at diferent levels according to the existing policy requirements and points out its shortcomomings.The fourth part is the countermeasure analysis of internal control of W unit,and puts forward the Suggestions and improvement measures for the problems found in the third part.The fifth part is the conclusion and prospect.Administrative institutions are the responsible.subject of national policy implementation.The establishment and improvement of their internal control system need to be actively explored in practical work.By combining the actual situation of W unit with the internal control theory of the whole level and the busciness level in the specification,this paper forther expands the internal control procedure of its management business level.At the same time,to explore a better constructive way to improve the internal control system of administrative institutions,to further improve the internal management level of administrative institutions play a certain role in promoting,and then reduce the loopholes and governance defects in the process of administrative management,improve the management service level of administrative institutions.
