The convenience of international trade and the improvement of the investment environment have facilitated the international movement of production factors such as capital and labor.Intermediate products have crossed the developed countries and developing countries to form a global value chain. The food industry,as the largest civilian production industry in the world and China,is closely linked to the supply of agricultural production..However,in the face of the shortage of natural resources such as water and arable land required for agricultural production, and the fact that agricultural chemicals are used to pollute the environment, agricultural product imports are one of the important means to increase the supply of agricultural products and ease the constraints on agricultural resources and the environment. However, the extensive agricultural product development model has brought problems such as excessive resource consumption and serious environmental pollution. With the deepening of the GVC division of labor and the increasingly serious problems of resources and environment, countries around the world attach more and more importance to resources and environmental issues, and countries have sought ways to improve resources and environmental issues.Internalizing the environmental costs of agricultural product imports is an effective method. Therefore, from the global perspective, this paper analyzes the Impact of Internalization of environmental costs of agricultural product imports on the GVC Position of the Food Industry, which is helpful to further clarify the different ways, different paths and impact mechanisms of the internalization of the environmental costs of agricultural product imports on the GVC Position in the Food Industry, and to point out the direction to find the characteristics suitable for sustainable development in the context of higher quality development.First of all,the product land matrix method is used to calculate the ecological footprint of agricultural products imports, and the environmental costs of agricultural products imports were measured by this method.Secondly, under the framework of non-competitive multi-region output inputs, the production decomposition model is used to measure the GVC position..Finally,in the framework of the cost discovery model, this paper analyzes the mechanism.and the impact of the internalization of the environmental costs of agricultural product imports on the GVC position in the food industry. The empirical analysis is used to further verify the impact mechanism and realistic path of the internalization of the environmental cost of imported agricultural products on the improvement of China's food industry GVC position. The results show that:(1)Internalization of environmental costs of imported agricultural products affects China's food industry's GVC position through food industry productivity.;(2)The larger the country's economy, the greater the environmental cost of agricultural imports. The environmental cost of agricultural imports of every countries has shown an upward trend Each country has more imported cultivated land footprint and tree footprint, but less grazing land and fish footprint imports. The environmental cost of China's imported agricultural products has increased year by year and is focused on the cultivated land footprint.(3)The GVC position of the food industry in most countries shows a downward trend.Only traditional food industry powers and fast-developing developing countries are showing an upward trend.Traditional food powerhouses still dominate the global value chain of the food industry The GVC position of China's food industry is gradually upstream;(4)The impact of internalization of environmental costs of agricultural product imports on t GVC position of the food industry is heterogeneous in different countries, which has a promoting effect on developing countries and a suppressive effect on developed countries.(5)After the internalization of the environmental costs of agricultural product imports,as a developing country, the food industry will optimize the allocation of production factors based on its own endowments.Through the accumulation of internal and external knowledge and the improvement of the institutional environment, the productivity of the food industry is promoted, which promotes GVC position of a country's food industry. However, reducing the capital-labor ratio of the food industry has increased the productivity of the food industry which promotes GVC position of a country's food industry Therefore, this paper proposes to fully implement the concept of sustainable development, strengthen the internalization of the environmental costs of agricultural product imports, strengthen internal and external knowledge accumulation, and improve the institutional environment.
