Research On Results-oriented Budget Performance Management Of Administrative Departments

The report of the 19 th CPC National Congress proposes to "establish a comprehensive,standardized,transparent,standard,scientific and strongly constrained budget system,and fully implement performance management".The opinions on the full implementation of Budget performance Management was issued by Xinhua News Agency in 2018,which defines the overall requirements and management pattern of comprehensive budget performance management,which is an important move for the transformation of government functions.The regulations on Budget performance Management of Q Municipal Government,which was formally implemented on November 1,2014,is the first local regulation of budget performance management in the country,which promotes the legal construction of budget performance management.Under the current situation of comprehensive budget performance management,the departmental budget,as an important part of the government budget,combs the whole process of departmental budget management.in view of the common problems in the budget performance management reform at the national and local government levels and the outstanding budget performance problems of the Q city construction department,draw lessons from the successful experience of the performance budget reform in the United States,Britain and Australia.The improvement measures are put forward and applied to the improvement of the construction department system and the construction of the evaluation index system,which is to improve the level of department budget performance management and optimize the efficiency of rational allocation of limited resources,it is particularly important to alleviate the contradiction between public sector expenditure and public demand.This paper puts forward the actual demand for the department budget performance management by discussing the reform process of the budget performance management in our country and the problems existing in the actual management of the budget department in Q.take this as the research background and consider the significance of the improvement of departmental budget performance management.Summarize the related concepts and theoretical basis of budget performance management,as the theoretical basis of node analysis in the whole process of budget performance management.This paper uses the questionnaire method to understand the current situation of budget performance management of construction departments in Q city,analyzes the existing problems in current management,and draws lessons from the advanced experience of government performance budget reform and departmental budget performancemanagement in the United States,Britain and Australia.it should be improved from two aspects: the establishment and perfection of the system and the construction of the overall performance evaluation index of the department.
