With the development of the world economy and demand, living standards of people is improved from the direction of food to well-being level.People more incline to a healthy lifestyle and eating habits. Therefore, the demands of fresh agriculture products increasingly fast, which can ensure our quality of life.Fresh industry occupies a great proportion in the daily life of the broad masses of the people, and it is closely related to our living standard and quality. However, although China is rich in land and materials,it also faces the frequent hazards of natural disasters due to geographical location, occupation area and other factors. In recent years, frequent natural disasters, extreme weather conditions and other fresh agricultural products production reduced, even caused fresh agricultural products in short supply, rising prices, people's hearts unstable and other serious problems, which will not only affect the economic benefits of fresh products, but also waste the resources. This paper mainly studies the emergency dispatch of raw agricultural products supply chain for regional risk conditions. These include risk analysis for the supply side with its loss and supply in harsh weather conditions. The appropriate scheduling model is made to optimize the vehicle and path in emergency distribution. This paper mainly studies the Emergency Scheduling of fresh agricultural products supply chain under regional risk.Based on the analysis of the loss and supply risk in severe weather environment, this paper mainly discusses the optimization of vehicle route and the establishment of scheduling model in emergency distribution. The following four aspects are mainly studied:(1)On the basis of practical investigation, the paper analyzes and summarizes the influencing factors of cold chain logistics distribution of fresh food in China. One of the dependent variables is cold chain logistics distribution of fresh food in China, and the spatial distribution characteristics of land use are measured by land development status indicators.Five independent variables are logistics hardware facilities and equipment, logistics technology level, logistics cost, industry standards and specifications, government support and supervision. To build the influencing factors model of cold chain logistics distribution of fresh agricultural products.(2)On the basis of the above research, considering the disaster risk, this paper constructs the output loss model of fresh agricultural products based on support vector machine, and studies the output loss of fresh agricultural products under the natural disaster risk.Taking the total yield, unit area yield, disaster area and disaster area of vegetables in Henan Province as an example, the feasibility and effectiveness of the model are verified, which provides the basis for the subsequent study of scheduling problems.(3)On the basis of establishing the influencing factors model and the output loss model of cold chain logistics distribution of fresh agricultural products, the optimization of logistics distribution under the premise of minimum cost is studied.Under the condition of a certain demand,a certain time window and the maximum carrying capacity of the distribution vehicle, the logistics distribution scheme to minimize the distribution cost is given.Ant colony algorithm and genetic algorithm are used to verify the feasibility and effectiveness of the model.(4)On the basis of the above model, considering the penalty time window, the distribution model of fresh agricultural products is further optimized.By adding simulated annealing algorithm to enhance the climbing ability of ant colony algorithm, the distribution cost can be further reduced. The feasibility and validity of the model are verified by simulation.
