Study On The Problems And Countermeasures Of Unified Market Supervision In Jinnan District Of Tianjin

To perfect the market system is to break barriers that restrict the development of the market,eliminate obstacles to market development,and to stimulate the market's vitality to release its great development potential.First,the market system should be eased to provide better entry environment.Second,effo rts should be made to maintain good relationship between the government and the market to solve market failures and extensive government intervention.There have long been absent supervision and excessive intervention in the traditional sectional type market regulation and supervision by quality supervision departments,industry and commerce departments,food and drug administration departments and other departments.In order to deepen the reform of the economic system to make the market play a decisive role in the allocation of resources,unified market supervision reform is being actively carried out across the country.This paper conducts a study of the unified market supervision in Jinnan District of Tianjin.Using literature research method,investigation and analysis method and empirical analysis method,the author of the paper systematically analyzes problems in unified market supervision in Jinnan District of Tianjin starting from the holistic governance theory and combining the content and trend of the reform of the commercial registration system and the practice of unified market supervision reform.In the process,the author not only analyzes the causes of these problems,but also proposes corresponding countermeasures.Specifically,there are mainly three conclusions of this paper,which are as follows:(1)It is pointed out that the unified market supervision reform in Jinnan District of Tianjin are facing two main tasks of reforming the commercial registration system and the unified market supervision reform.The content of the commercial registration system and unified market supervision reforms is introduced in detail.Moreover,requirements for unified market supervision due to the new situation are stated.(2)Analyzing the current situation of the Tianjin jinnan unified market regulation,design related questionnaire,after conducting investigation and study and summary analysis,summarizes the problems existing in the Tianjin jinnan unified market regulation: Law enforcement resources allocation is unreasonable;The process of law enforcement supervision is not smooth;Imperfect legal system;Regulatory ideas do not meet the requirements;The regulatory approach is backward.(3)Combined with the idea of integrated management,the paper puts forward some countermeasures to solve the problem of unified market supervision in Tianjin jinnan district.Realize the optimized allocation based on the supervision resource integration;Establish a one-stop supervision process for internal and external and external departments;We will improve the legal system for market supervision;Foster a holistic regulatory culture;Building a new regulatory approach to information sharing and social participation.
