Power industries belong to state controlled industries,which have always been taking the fulfillment of social responsibility as a strategic objective of enterprise management.Their production and operation activities are more affected by administrative orders and less affected by market factors.With the deepening reform of the electric power system,many enterprises are confronting the intensification of market competition and consequently have experienced a substantial loss.Therefore,if power generation enterprises want to be in a favorable position in the fierce market competition,they must adopt modern management tools to adapt to the requirements of market development and achieve the strategic objectives formulated by enterprises.This thesis takes state-owned energy listed company under special treatment as an object,summarizes the problems and causes of the Company’s performance management through the analysis of its performance management status,and optimizes its performance management system by implementing the Balanced Scorecard on the basis of the company’s current development strategic objectives.Through literature analysis,research and conversation,empirical analysis,analytic hierarchy process and other research methods,this thesis also designed a set of relatively perfect ST Company performance management system,and discussed the operation and feedback of performance management and the safeguard measures for the implementation of the performance management system.The key point to organizational performance management lies in the selection of performance indicators.In the performance management system,the content of the indicator system reflects the development direction of the enterprise,guides and pilots the work direction of each department of the enterprise,and realizes the strategic objectives of the enterprise effectively.The innovation of this thesis is embodied in the design of the company performance appraisal indicator system.According to the characteristics of the company,in addition to the usual indicators such as profit margin and talent cultivation,"social responsibility and corporate brand building" are taken as the new assessment indicators,and other indicators are integrated and the characteristics of ST Company are combined to optimize and implement performance indicators.Through this research,I hope to help ST Company to create a better performance management program,improve the company’s performance management level,promote the implementation of strategic objectives,actively create a good corporate culture and corporate atmosphere,and enhance the core competitiveness of the company,promote the common progress of enterprises and employees and offer helpful reference to other energy generation enterprises when implementing performance appraisal systems.
