| With the rapid development of market economy,the pressure of competition of enterprises is increasing,how to keep enterprises invincible in the competition,seeking survival and development is a difficult problem for many enterprises.Manufacturing is the foundation of the country’s wealth growth,reflecting a country’s economic and scientific and technological strength.The report of the 18 th National Congress of the Communist Party of China points out that the reform of state-owned enterprises should be deepened,the state-owned asset management system should be improved,and the vitality,control and influence of the state-owned economy should be continuously enhanced.In the growing number of manufacturing enterprises,the trend of continuous innovation of production mode,the traditional state-owned equipment manufacturing enterprises how to enhance the competitiveness of enterprises,seeking better development direction has become extremely important.The use of effective and in line with the enterprise’s own situation of the performance management system helps enterprises to improve their own management level,and promote the prosperity and development of enterprises.Enterprise management is the core of enterprise development,and performance management is an important component of enterprise management,more and more enterprises pay attention to and use,performance management index system on the company’s strategic objectives,to measure specific performance,not only to assess the overall performance of the enterprise,but also can find the problems in the operation and management of enterprises,a scientific and reasonable performance management index system can stimulate the vitality of the entire enterprise,but also stimulate employees to improve their enthusiasm.Based on the above background,the core problem of this paper is: to build a set of scientific and effective strategic performance management index system applicable to A manufacturing enterprises.This paper analyzes the current performance management status of A company through research and analysis,and finds that the current performance indicators are not adapted to the strategic transformation of enterprises,the evaluation mechanism is not adjusted,the indicator setting to be perfected,the feedback mechanism needs to be optimized.By combing the strategic objectives and performance management process of the enterprise,the design ideas and principles of the KGVF performance management index system are determined,the business class and functional KPIs are determined according to the enterprise strategy by drawing the enterprise strategy map and the value tree of the performance indicators,and the unquantifiable appraisal index is imaged by the traffic light method,making the performance appraisal coverage wider and more scientific,adding the rolling plan assessment,stimulating the employee’s enthusiasm,adopting the method of measurement and transformation,and realizing the performance management system adjustment.The conclusions of this paper are: First,by combing through the existing performance index system of A company,this paper finds that there are problems such as not adapting to the strategic transformation,the index setting to be perfected,the evaluation mechanism is not adjusted,the optimization mechanism needs to be improved,second,this paper is based on the strategy management theory and performance management process combing,the process management optimization,expand the performance index system,make performance management more scientific and reasonable,fair and just,and build the strategic performance index system.Screening indicators with high correlation with department responsibilities as key assessment indicators to achieve enterprise strategy landing and target management,third,in the KGVF system to add performance management optimization mechanism to ensure the improvement of the system,fourth,expand the balance of scorecard and other methods in the manufacturing enterprises in the actual use of the case,hope that the research of this paper for other similar enterprises in optimizing the performance management index system play a role in reference. |
