Research On The Difference Of China's Regional Technological Innovation Capabilities

With the deepening of economic globalization and the advent of the era of knowledge economy,science and technology are playing an increasingly important role in economic development.China follows the trend of the times,attaches great importance to scientific and technological innovation,and has implemented a series of measures such as the innovation-driven development strategy to make China a scientific and technological power.Although China's regional technological innovation capacity has been greatly improved,it cannot be ignored that there are still large differences in China's regional and regional technological innovation capacity,which not only affects the economic development of a region,but also may affect the future development direction of the country as a whole.Therefore,it is of great significance to understand the current situation of China's technological innovation ability,to measure the differences in China's regional and inter-regional technological innovation ability,to grasp the changing characteristics of the differences in China's regional technological innovation ability,and to explore the influencing factors of China's regional technological innovation ability.On the basis of relevant literature and theory,this paper first describes and analyzes the current status of China's regional technological innovation capabilities from provinces and three major regions(eastern,central and western regions),and then uses the Theil index and its decomposition formulas,from the "space" and "motivation" measures and analyzes the differences in technological innovation capabilities across the country and the three regions,and finally on the basis of China's 30 provinces in 1998-2017(due to too much data missing in the Tibet autonomous region,so delete)technological innovation ability of panel data,selecting human capital,R&D capital input,R&D personnel input,opening level,government support,financial development level influencing factors,established a panel model and a panel threshold model with threshold variables as human capital,and obtained corresponding results And analyze it.The final conclusions drawn in this article are as follows:(1)During the period of 1998-2017,there are large differences in China's regional technological innovation capabilities.At the provincial level,the technological innovation capabilities of Jiangsu,Guangdong and Zhejiang are far ahead in the country.At the regional level,the technological innovation capability of the eastern region is much higher than that of the central and western regions,and the technological innovation capability of the western region is the weakest.(2)At the "spatial" level,differences in China's regional technological innovation capabilities are mainly caused by differences in technological innovation capabilities among the eastern,central,and western regions.At the "motivation" level,the main factor for the difference in technological innovation capability between the eastern and western regions is the ratio of technological innovation capital output and the labor output of technological innovation,while the main factor for the difference in technological innovation capability in the central region is the output of technological innovation capital ratio.(3)At the national level,human capital has a single threshold effect on China's regional technological innovation capability,with a threshold of 8.44,and the impact of human capital on regional technological innovation capability is showing a gradual growth trend;R&D capital investment,R&D personnel input,Government support and the level of financial development have a clear role in promoting regional technological innovation capabilities.Among them,the level of financial development has a greater impact,and the level of opening up has a smaller negative impact on regional technological innovation capabilities.At the regional level,R&D capital investment,government support,and financial development levels all have a positive impact on regional technological innovation capabilities.Human capital has a strong role in promoting technological innovation capabilities in the eastern and western regions,and has no significant impact on the central region.Staff input has a positive impact on the technological innovation capability of the eastern and central regions,and has no significant impact on the western region.The level of opening up has a negative impact on the technological innovation capability of the eastern region,and has no significant impact on the central and western regions.
