The 13th Five-Year Plan for Economic and Social Development points out that we should thoroughly implement the concept of green development,carry out green development throughout the environmental protection work,take the improvement of environmental quality as the core to complement the shortcomings of the ecological environment,and form a new pattern of harmonious development between man and nature in China.Therefore,it is of great theoretical significance and practical value to understand the green development level,dynamic change trend and spatial distribution of 30 provinces in China in recent ten years.This paper took the data of 30 provinces in China from 2007 to 2016 as samples to study the changing trend of green development level and its spatial distribution(The data of four provinces of Tibet Autonomous Region,Macao,Hong Kong and Taiwan are seriously missing,so they were not included in the study sample).On the basis of the existing literature,the evaluation index system of green development was constructed based on Pearson correlation coefficient method.The level of green development was calculated and analyzed from five aspects:resource utilization,environmental management,ecological protection,growth quality and green life.The index weight was calculated by using the improved vertical and horizontal scatter degree method,which synthesizes subjective and objective information.At the same time,the relative equilibrium factor reflecting the internal equilibrium of green development was introduced to realize the multi-index information aggregation from the static perspective.The method of double inspiration control line with the nature of reward and punishment was used to realize multi-period information aggregation from a dynamic perspective.On the basis of static and dynamic evaluation results,Moran's Index was used to analyze the spatial autocorrelation of green development growth rate from the perspectives of 'year by year' and 'layer by layer'.At the end of the paper,the policy suggestions for the optimization of green development evaluation methods and the improvement of green development level in China were put forward.The empirical results of this paper show that:(1)According to the static evaluation results of green development level,in the past ten years,the overall level of green development in China had shown an upward trend,and showed a strong development potential.The cumulative growth rate of green development in China had reached 38.35%,and the green development prospects were optimistic,while the main driving force was the improvement of resource utilization efficiency and environmental governance level.(2)According to the results of dynamic evaluation of green development level,Beijing and Chongqing had a high level of green development,and the growth rate was in the forefront.Their development experience can be used for reference by other provinces.The current situation of development in Ningxia and Xinjiang was not optimistic,and the development speed was relatively slow,so we should pay more attention to the improvement of green development level in such areas.(3)From the spatial autocorrelation analysis of green development growth rate,30 provinces had significant global spatial autocorrelation effect,of which the central region presented high-value clustering.The development gap in environmental governance and quality of economic growth among provinces was the main driving factor leading to the imbalance of spatial development.
