A Study On Implementation Of Inclusive Financial Policy In Gansu Province

In 2005,the United Nations put forward the concept of “inclusive financial systerm” in the International Year of Microcredit.At the Third Plenary Session of the18 th Central Committee,the Central Committee formulated the development for the first time in the form of documents.The strategy of inclusive finance,and the clear improvement of the status of inclusive finance,put forward its important position in the financial market system and economic and social development.Compared with other financial development methods,Inclusive Finance emphasizes sharing and sustainable development,philosophy and human development,and emphasizes that finance promotes social development and services for the public,and fundamentally reflects financial reform and economic development.The value orientation behind it is not only the meaning of economic development,but also the fundamental significance of the development of human society.Therefore,in the current situation that China's entry into the middle income ranks,the urban-rural dual structure is still obvious,the financial supply of some fields and groups is insufficient,and the desire to equalize financial services is more urgent,the study of inclusive financial development is not just a Financial issues and economic issues are even more of a social issue.How does inclusive finance develop? What is the extent of development? What is the effect? This is inseparable from the support and support of inclusive financial policies,and the role of the government in the formulation and implementation of inclusive financial policies is particularly critical.The relationship between the effect of the implementation of inclusive financial policies and the development of inclusive finance,the effect of the implementation of inclusive financial policies,and ultimately the development of inclusive financial infrastructure and the provision of services On the contrary,the construction andefficiency of the inclusive financial infrastructure intuitively reflects the implementation effect of the inclusive financial policy.This article,from the perspective of the background and significance of inclusive finance,adopts a combination of quantitative and literature analysis,summarizes the current research status of inclusive financial and financial infrastructure at home and abroad,and carries out the concept and related theories of inclusive finance.In order to sort out and stand on the perspective of public goods,it expounds the functions and status of the government in the development of inclusive finance.Based on the actual situation in Gansu Province,this paper makes a preliminary analysis of the development status of the general financial and financial infrastructure construction in Gansu Province and the main problems and causes.On the basis of following the principle of index construction,along with the logical relationship of input-output performance evaluation,26 indicators of 3 dimensions are selected to construct the performance evaluation index system of inclusive financial development,and the weight of each index is determined by entropy weight method.After that,the relevant data of Gansu Province's inclusive financial construction in 2011-2017 was selected,and the performance evaluation of the implementation of the inclusive financial policy in Gansu Province was carried out.Finally,the top-level design of the government,the establishment of an evaluation mechanism,and the diversification of financial institutions were proposed.Policies and recommendations for optimizing the implementation of the inclusive financial policy in Gansu Province in five aspects:development,improvement of payment and settlement system,and acceleration of credit system construction.
