The Comprehensive Budget Management In SH Power Research Institute Research On Optimization Of Application In Scientific Research Projects

At present,the study on enterprise comprehensive budget management has entered a relatively mature stage,in the budget preparation,implementation,control,evaluation,assessment and other aspects,has formed a relatively perfect theoretical system,and the comprehensive budget management method has been used in many domestic enterprises.During the period of 13 th Five-Year,China requires that enterprises and institutions should improve the management of scientific research projects,improve and standardize the project management process,and promote the formation of dynamic scientific research project management system.In recent years,State Grid has continued increasing R & D investment,while requiring further promote the fine management of science and technology projects.As a scientific research project unit of State grid company,EPRI need to establish and improve the strict budget management system and internal control system,to prevent the lack of research on project management chain.At the same time to publicizing the idea of comprehensive budget management and the use of scientific methods,really help solve enterprises in the actual problems in the process of comprehensive budget management.This paper takes the scientific research project of SH Power Research Institute as the research object,based on the previous research results,grasps the problems of comprehensive budget management research projects of SH Power Research Institute accurately and systematically uses the comprehensive budget management theory and related theory to explore the detailed and in-depth problems existing in comprehensive budget management of SH Power Research Institute,by the use of existing literature research method,questionnaire survey method and other scientific research tools.This paper is divided into six chapters including the introduction: the first chapter is the introduction,mainly contents are the research background,purpose and significance of this paper,the research ideas and methods,research status at home and abroad,the innovation and inadequacies of the paper.The second chapter is the related theory of comprehensive budget management,mainly elaborated the comprehensive budget management theory and other related theories,which tamping the theoretical foundation of scientific research project in SH Power Research Institute.The third chapter is the analysis of scientific research project comprehensive budget management of SH Power Research Institute status and problems,the first part introduces the status quo,then in-depth analysis the key aspects of the problems.The fourth chapter is the research project of comprehensive budget management optimization strategy of the SH Power Research Institute,this chapter focus on the comprehensive budget management idea,from the five aspects of the comprehensive research project budget management of SH Power Research Institute: the budget management system,budget preparation,budget execution and budget control,examination and evaluation,and optimize,refine and strengthen them.Then enhance the three organization guarantee system of the budget management: supporting system,sound process system and information system,as safeguard measure of comprehensive budget management.The fifth chapter is the case study of the implementation of the comprehensive budget in scientific research projects,and the evaluation of the effects of the implementation of the case.The sixth chapter is the conclusion and prospect.Through the study of the above chapters,we can draw the conclusion of this study and the subsequent progress.
