My country entered an aging society in 2000.As the proportion of the elderly population in the total population of the society increases,the issue of elderly care becomes a hot issue in society.As of 2019,the mainland’s population has exceeded the 1.4 billion mark,of which 25.388 million people aged 60 and above accounted for18.1%,and 175.03 million people aged 65 and above accounted for 12.6%.According to the fourth sample survey of the living conditions of the elderly in urban and rural areas in my country,the number of elderly people aged 80 and above reached 30.858 million,and the number of empty nesters aged 60 and above was about 114 million.The aging of our population is gradually deepening.In the data released by the researchers of the Chinese Center for Disease Control and Prevention,75.8% of the elderly aged 60 and above are plagued by one or more chronic diseases,and the number of elderly people suffering from various chronic diseases is huge.For the elderly,when suffering from chronic non-communicable diseases,the probability of disability will increase significantly.The National Commission on Aging stated that China’s elderly population is expected to reach 400 million in 2035.The number of disabled,semi-disabled and chronically ill people will also increase significantly with the increase in the total number of elderly people..In order to alleviate the pressure of economic development and improve the happiness index of residents,the state should take long-term care insurance as the sixth insurance in addition to the five basic social insurances of old-age care,medical care,unemployment,work injury and maternity.Long-term care insurance has played a powerful role in solving the problem of the rapid increase in the demand for long-term care caused by the aging population.Establishing a long-term care insurance system can not only give play to the advantages of risk sharing and financial assistance in the system,but also effectively serve social medical and nursing resources to people in need,so establish a complete,systematic and mature long-term care The insurance system is not only related to the quality of life of oldpeople in our country in old age,but also conducive to alleviating certain social contradictions.Since the publication of the "Guiding Opinions on Piloting Long-term Care Insurance System" in 2016,various pilot areas in my country have actively explored effective ways to establish long-term care insurance based on local actual conditions.By comparing the content of the policy documents issued by various regions,it is found that there are many differences in the long-term care insurance implemented in the pilot areas in terms of protection targets,financing models,treatment payment standards,evaluation standards,and management services.In the pilot stage,there are still many problems with long-term care insurance.First,the participants are limited;second,the financial problems are prominent;the third level of protection is difficult to meet;fourth,the level of care is lacking a unified assessment standard;fifth,Lack of service subjects.According to the theory of welfare pluralism,Maslow’s hierarchy of needs and fairness theory,through combing the practical experience and characteristics of the long-term care insurance system in each pilot area,the direction of the long-term care insurance is clarified in order to accelerate the promotion of the long-term care insurance system Development provides useful references and references.The author puts forward some suggestions on the policy orientation of long-term care insurance development in my country.First,the long-term care insurance should be used as an independent insurance to exert its sustainability in order to maintain social stability and fairness.Second,to achieve full coverage of the population,promote all people to participate in insurance,expand the scope of protection,to highlight the fairness of the system.Third,set dynamic fundraising standards,build a multi-channel independent fundraising system,give full play to the supplementary role of social fundraising,and at the same time establish a fundraising incentive mechanism to achieve diversified fundraising.Fourth,standardize the payment of treatment by standardizing the scope of payment and adopting multiple and complex payment methods.Fifth,clarify the content of disability rating and build a standardization of disability rating index system.Sixth,establish and improve the supervision system forlong-term care insurance funds and nursing service institutions,improve the management and service capabilities of long-term care insurance,strengthen the management and evaluation of service quality of nursing staff,and achieve the standardization of management services.
