Theory And Empirical Research On The National Science And Technology Business Incubator Promoting Enterprise Growth

The CPC central committee and the State Council have elevated the strategy of innovation-driven development and mass entrepreneurship innovation to national strategic height,the strategic position of incubators is increasingly important.Incubators are positioned as powerful players to drive public entrepreneurship and accelerate the implementation of innovation-driven development strategies.Over the past 30 years,the incubator industry in China has developed rapidly and becomes an important driving force for scientific and technological innovation.By 2017,there were 988 national science and technology business incubators,nearly 1.38 million people work in incubated enterprises,total revenue of the incubated enterprises exceeded 329.77 million.It has become an important platform for mass entrepreneurship and innovation,and a policy toolbox for governments around the world.Therefore,whether the state-level science and technology business incubator can promote the growth of enterprises is not only the focus of the theoretical circle,but also the concern of the policy makers.This paper uses relevant data of 5,759 science and technology enterprises from 2015 to2018 of the new third board,analyzes the influence of science and technology business incubators on the growth of enterprises on the basis of resource-related theory and social network theory,establishes a theoretical framework and conducts an empirical analysis.Firstly,the thesis systematically combs the relevant theories of domestic and foreign enterprise incubation,and constructs the theoretical framework of incubator operation under the guidance of resource-related theories,social network theories and other relevant theories.Secondly,according to the theoretical basis,the influence mechanism of national science and technology business incubator on the growth of enterprises is studied,and four hypotheses are put forward.That is,national science and technology business incubator has a positive influence on the growth of enterprises,intellectual capital has a positive effect on enterprise growth,national science and technology business incubator has positive influence on intellectual capital and intellectual capital plays a partly mediating role between state-level science and technology business incubator and enterprise growth.Thirdly,based on all listedenterprises on the new third board in 2018,this paper collects relevant data,constructs a theoretical model,and conducts robustness test to empirically test the effect of science and technology business incubator on the growth of science and technology enterprises from the perspective of sales revenue.The results show that the incubated technology enterprises are better than the unincubated ones in terms of sales revenue.State-level science and technology business incubators promote the growth of enterprises through human capital,social capital and structural capital.This study is helpful to establish an evidence-based framework for business incubation performance evaluation and provide suggestions for the formulation of scientific and reasonable public policies.
