Innovation is an important driver of national economic growth.Since the reform and open,China’s innovation input and output have been increasing,but there is a certain gap with innovative countries.Land supply is an important macroeconomic regulation method in China,and it has played a role that cannot be ignored in the process of economic growth.Existing research shows that land supply affects the industrial scale,structure,layout and agglomeration,and is a key factor affecting the development of innovative industries.Therefore,research on land and innovation is necessary.However,there is relatively little research on the impact of land supply scale on urban innovation capacity.This paper gives direct evidence that land supply scale affects urban innovation capacity,which has important theoretical and practical significance for China’s promotion of urban innovation and developmentFirst of all,this paper analyzed the development process and current status of China’s existing land transfer system and innovation,sorted out relevant land policies for innovation,and put forward a question:whether the scale of land supply can effectively promote the improvement of urban innovation capacity?Secondly,based on the existing theoretical basis,this paper explored the bilateral mechanism that the scale of land supply affects urban innovation capacity through transmission mechanisms such as agglomeration,finance,and housing prices,and put forward the hypothesis that the scale of land supply has both crowd-in and crowd-out effects on urban innovation capacity.The net effect depends on the strength of the two effectsThen,based on the bilateral action mechanism,this paper constructed a bilateral stochastic frontier model",and selected annual data from 70 large and medium cities from 2007 to 2016 for empirical analysis,taking into account the characteristics of time and regional distribution.In addition,this article added land supply structure indicators for further testingBased on the above theoretical mechanism and analysis of empirical results,this paper find that:the scale of land supply has both a crowd-in and crowd-out effect on urban innovation capacity,and the overall net effect is negative;the net effect of economically developed cities is positive;the net effect of less developed regions is negative;increasing the proportion of industrial land supply will strengthen the restraining effect of the scale of land supply.Finally,this article puts forward corresponding policy recommendations based on the research results.
