Entering the new era,China's economy has shifted from a highspeed growth stage to a high-quality development stage,and promoting the orderly development of the National University Science Park is of great significance for industrial upgrading,new and old kinetic energy conversion,and collaborative innovation and entrepreneurship.H University Science Park is one of the second batch of national university science parks recognized by the state.Since 2003,it has incubated more than 260 companies cumulatively,of which 17 have successfully graduated;it has invested in 41 companies cumulatively,among them,24 companies survived,with a registered capital of 230 million yuan,accounting for more than 33%;it has assisted a total of 110 incubation projects to apply for project funding of more than 120 million yuan.However,H University Science Park is also facing great difficulties,compared with the development of university science parks in other countries in recent years,H University Science Park is falling out of the leading position in the industry.Instead of seizing the opportunity,it has been continuously overtaken by latecomers.In order to solve the dilemma of H University Science Park,firstly it collects a large amount of data to sort out the development and research status of related university science parks at home and abroad,and learns about related theories and Research.Then it conducts an in-depth analysis of the status of H University Science Park,and summarizes the five major problems in the development of the H university science park,including the operation efficiency of the enterprise is low,there is a shortage of development funds,the lack of professional management personnel,the ability of dual innovation services is weak,the park planning is not perfect and concludes the urgency and necessity of formulating the development strategy.Then,this article systematically analyzes the environment inside and outside the H University Science Park,and with the SWOT analysis method,it is concluded that there are development opportunities in a good national policy environment,industry environment and government planning,and that H University Science Park has the advantages of abundant college resources and sufficient physical space in the park.However,there are external threats such as intensified industry competition,poor innovation environment and financing environment,the support of the H University gets weak,regional bottleneck and geopolitical threats.At the same time,there are weekness such as the rigid system of the park,poor ability to transform scientific research results,lack of professional talents,and insufficient incubation sites.Finally,through analysis,it is concluded that the H University Science Park should choose a reversible development strategy,that is,to replace the idle assets in exchange for lean resources,and jointly create a double-creation ecosystem with local governments and universities.At last,in the formulation and implementation of specific strategies,first of all,it is necessary to determine the strategic positioning and strategic objectives of each time period,then combined with swot analysis results makes strategic choices and clarifis strategic approaches.Afterwards,the article focus on the strategy,three strategic implementation plans need to be formulated.The first is to complete system reform and corporate governance to improve the enterprise's operational capabilities,and the second is to improve the park's functional construction and enhance the company's incubation capabilities.The third is to clarify the business direction and create sustainable development capabilities.Finally,the thesis proposes safeguard measures from three aspects: perfecting the park management system,improving employee cultivation and incentive systems,and shaping the brand image.
