2019 is the 70 th anniversary of China’s reform of the founding of New China.Looking back on the development process in the past 70 years,we can find that the fundamental problem that hinders China’s modernization is the issue of "agriculture,rural areas and farmers",which is also the key to achieving comprehensive poverty alleviation in 2020.Agricultural insurance is the most widely used and most frequently applied agricultural development safeguard measure.In order to alleviate the problem of “agriculture,rural areas and farmers” to a large extent,it is necessary to vigorously carry out agricultural insurance,thereby reducing the natural risk loss of agriculture,keeping the income level of farmers at a stable level,and promoting the steady development of the agricultural economy.In 2018,the Party Central Committee has emphasized the issue of agricultural insurance in the "No.1Document" for the 18 th consecutive year.Hunan Province is one of the few major agricultural provinces in China,but the problem of natural disasters is severe.From the data point of view,it shows a wide range,many types and high frequency,which also greatly reduces food production and brings great development to the province’s agricultural economic development.Loss.Under the background of the Party Central Committee comprehensively promoting modern rural areas,agricultural construction,and achieving comprehensive poverty alleviation,the agricultural development of Hunan Province is taken as the research foundation,focusing on the problems of agricultural insurance,and paying attention to the achievements of agricultural insurance development at home and abroad.An insurance model that meets the development of agricultural insurance in Hunan Province has profound historical and economic significance in the development of agricultural insurance in Hunan Province.This paper combines the domestic and foreign scholars’ research on agricultural insurance model,and makes a brief analysis of the theoretical basis of agricultural insurance,which lays a theoretical foundation for the construction of agricultural insurance model in Hunan Province.On the basis of theory,this paper also considers Hunan’s own insurance model,and Changde model,Huayuan model and Phoenix model,combined with the development of agricultural insurance in three typical regions over the years,and found the existence of agricultural insurance in Hunan Province.The government has high burdens,enterprises are difficult to promote,and farmers have low demand.In the analysis of the agricultural insurance developmentdata of Changde City for several years,it is recognized that although this model is desirable,it must be transformed if it is to be promoted nationwide.Therefore,this paper analyzes the typical government-led model,the civil office assistance model,and the independent mutual assistance model in the United States,France,and Japan.At the same time,it also constructs the agricultural insurance model of Hunan Province in the domestic Anxin model,the co-insurance mode,and the mutual mode.The positive significance of the analysis was carried out,and finally the agricultural insurance model in line with the development of Hunan Province was constructed.According to the agricultural development situation in Hunan Province,this paper proposes three kinds of agricultural insurance development directions,namely,the government’s full investment guarantee mode,the commercial insurance company joint mutual assistance mode,and the joint contracting mode between government and commercial insurance companies,and the agricultural development in Hunan Province is not high.The region and other developing regions have considerable practical significance.On this basis,it also provides suggestions for improving the agricultural insurance model of Hunan Province,such as innovation protection,system reform,and standardization.
